Motion by Ed Baker and seconded by Roger Dunivan to write a letter to the Director of
Assessing asking for an explanation regarding:
a) The differential between FY92 and FY93 new growth;
b) The differential between pre-budget FY93 and current FY93 new growth; and
c) An estimate of new growth for FY94.
The vote in favor was unanimous.
Revenue Recommendations
The Finance Committee is deeply concerned about the increase in the tax rate since the 1990
Reval. Deirdre believes it has to do with the inflated 1990 valuation which allowed the town to
raise over a million additional tax dollars, with no corresponding reduction when the avalanche
of abatements came through.
Ed Baker and Dan Goggin are concerned about the impact of future growth. We cannot afford
to spend every cent on the general operation of the government; we must set something aside to
stabilize the tax rate.
The Finance Committee came to the following recommendations:
a) Certified Free Cash should not be spent on the general government. It should be
transferred to the Stabilization Fund, via an article at the May Annual Town Meeting.
b) We should set aside 1% of the levy increase so that we do not incorporate it into our
spending patterns. Place it in Stabilization also. We need to build an "ability to pay"
for future growth in services.
Adjournment was.at 9:00 p.m.
Respectfully submitted,
X" I .
Deirdre Greelis hair
