Roger <br /> Dunivan seconded the motion and the re bers voted three in favor of <br /> approving the minutes, John Ferriday and Denise Sullivan abstaining. <br /> Dan Goggin MOTIONED to accept the minutes of October 29, 1992. Roger <br /> D z van seconded the motion. Four members.voted in favor of accepting the <br /> minutes, Roger Dunivan abstained. <br /> REQUESTS FOR TRANSFER <br /> Hank Madden, Harbormaster and Ben Gordon, Waterways Came scion, were <br /> present at the meeting to discuss a request of $3,221.00 to be transferred <br /> from the Reserve Fund into the Harbormaster expense account. The present <br /> balance in said appropriation is $955.18. The transfer is necessary to <br /> replace money that had to be used to pay for unexpected emergencies, i.e., <br /> replacing leaking faiel tank in truck; purchase and installment of rebuilt <br /> engine in truck; and rebuilding one 88BP outboard engine. Hank Madden <br /> felt that there would not be enough money left in the expense account to <br /> pay for miscellaneous expenses for closing out for the winter and <br /> in the spring. Attached to the minutes is a copy of <br /> Harbormaster Department's expense for FY93. Mr. Madden mentioned that all <br /> expenses incurred were first approved by the Executive Secretary. <br /> Jahn Ferriday MOTIONED to approve the emergency transfer of $3,221.00 to <br /> be placed in the Harbormaster Expense Account from the Reserve Fund. <br /> Roger Dunivan seconded the motion and manbers voted 5-0 in favor of the <br /> transfer. <br /> The second Reserve Fund Transfer request came from the Department of <br /> Public Works. Greg Taylor was present at the meeting, as well as, Tracy <br /> Morrissey, a neighbor of Scituate Read. The request was for $8,000 to be <br /> transferred for the purpose of emergency repairs to Scituate Road. The <br /> installment of four catch basins is necessary to repair the road. The <br /> problem, the Finance Committee members felt with this transfer, was that <br /> it was a private road and not a town road. John Ferriday stated that he <br /> did not feel comfortable with the Finance. Oaamtti ttee authorizing money for <br /> a private road without it going through town meeting first. Other mars <br /> also agreed that Tam Counsel should be consulted regarding this matter. <br /> Ms. Greelish was going to contact Town Counsel the following day to get a <br /> response. Members did agree that should Town Counsel state that it is <br /> legal for FinCatmm to approve the $8,000, it would need to be explained and <br /> bjr en down in detail by Mr. Taylor; and it having a possibility of <br /> recovery; they would vote to approve the transfer. Members also agreed <br /> not to discuss cotuit corners until they had a response from Town <br /> Counsel. That request was for $1,200 emergency repair work. <br />
