Page 3 $73 ,408 . Mr. Baker agreed with the department's proposed budget, except that Ed did not recommend an Assistant Town Planner. Ed agrees that the Town Planner has been requested to do too many additional tasks besides his own, eq. Facilities Planning Committee, and that possibly closing his office a few days a week to the public would help him catch up. The Committee could also recommend that he cut back in other areas not of utmost importance. The department also requested that $700 be submitted under a capital line item for a UPS. Ed recommended adding this to the department's expense line item instead. Members agreed. That is why the expense line item recommended by Mr. Baker is for $5,195 and not $4,495. PERSONNEL DEPARTMENT BUDGET Mr. Baker is also liaison to this department. He recommended budgeting them exactly what they asked for, $74 ,359 salary and wage; $19,531 expenses totalling $93 ,890. Some members of the committee felt that there may be some discrepancy in numbers under the board secretary line items. One Board mentioned was the Board of Appeals. The secretary is budgeted for 21 1/2 hours. It seemed to be a lot of hours for a board who meets only twice a month. Ms. Sullivan mentioned that on the warrant there may be an article from the Board of Appeals to create a position for their board secretary. South Cape Beach also seemed to be an unreasonable request. Mr. Baker mentioned that he was happy with the budget, but other members felt that Mr. Baker, as liaison should discuss with Marilyn Farren those boards which seem to have some discrepancy. Mr. Dunivan also requested that Mr. Baker find out exactly which Boards would require a secretary to record its minutes. It was understood that all boards need the minutes transcribed, but which boards could do with out a secretary? It was decided that the committee would hold on the Personnel budget and Ms. Greelish would first talk to Mr. Whritenhour about which departments could take their own minutes without having a secretary present, at their meeting the next morning. If in fact, some departments could do this, then some money could be cut from the board secretary salary line item. The meeting adjourned at 9: 30 PM. The next meeting will be held on Tuesday, March 15, 1993 at 7:00 PM.
