Page 3 <br /> $73 ,408 . Mr. Baker agreed with the department's proposed budget, <br /> except that Ed did not recommend an Assistant Town Planner. Ed <br /> agrees that the Town Planner has been requested to do too many <br /> additional tasks besides his own, eq. Facilities Planning <br /> Committee, and that possibly closing his office a few days a week <br /> to the public would help him catch up. The Committee could also <br /> recommend that he cut back in other areas not of utmost importance. <br /> The department also requested that $700 be submitted under a <br /> capital line item for a UPS. Ed recommended adding this to the <br /> department's expense line item instead. Members agreed. That is <br /> why the expense line item recommended by Mr. Baker is for $5,195 <br /> and not $4,495. <br /> PERSONNEL DEPARTMENT BUDGET <br /> Mr. Baker is also liaison to this department. He recommended <br /> budgeting them exactly what they asked for, $74 ,359 salary and <br /> wage; $19,531 expenses totalling $93 ,890. Some members of the <br /> committee felt that there may be some discrepancy in numbers under <br /> the board secretary line items. One Board mentioned was the Board <br /> of Appeals. The secretary is budgeted for 21 1/2 hours. It seemed <br /> to be a lot of hours for a board who meets only twice a month. Ms. <br /> Sullivan mentioned that on the warrant there may be an article from <br /> the Board of Appeals to create a position for their board <br /> secretary. South Cape Beach also seemed to be an unreasonable <br /> request. Mr. Baker mentioned that he was happy with the budget, <br /> but other members felt that Mr. Baker, as liaison should discuss <br /> with Marilyn Farren those boards which seem to have some <br /> discrepancy. Mr. Dunivan also requested that Mr. Baker find out <br /> exactly which Boards would require a secretary to record its <br /> minutes. It was understood that all boards need the minutes <br /> transcribed, but which boards could do with out a secretary? It <br /> was decided that the committee would hold on the Personnel budget <br /> and Ms. Greelish would first talk to Mr. Whritenhour about which <br /> departments could take their own minutes without having a secretary <br /> present, at their meeting the next morning. If in fact, some <br /> departments could do this, then some money could be cut from the <br /> board secretary salary line item. <br /> The meeting adjourned at 9: 30 PM. The next meeting will be held on <br /> Tuesday, March 15, 1993 at 7:00 PM. The budgets which will be <br /> discussed are the Department of Public Works, Building Department <br /> and Conservation, Shellfish, Harbormaster. The minutes were <br /> recorded by Jean M.
