Page 2
Bill Matiros, Director Mashpee Taxpayers Association, was present
at the meeting and requested that he and Al Polsi possibly meet
with the Finance Committee on Tuesday, March 16, 1993 at 7 :00 PM.
The committee agreed to that meeting date and will meet from 7:00
PM to 7: 15 PM only, due to the tremendous amount of time still
needed to complete the budgeting process. Dan Goggin suggested
that Deirdre give to Bill a copy of the Finance Committee's goals
for this year for his review and his addition.
POLICE BUDGET
Roger Dunivan is the liaison for this department and recommended
following Ed Baker's police analysis worksheet of last week, but
adding back to Ed's numbers one special police officer (Coomey) .
Mr. Baker felt that the committee, in his opinion, should not
authorize budgeting more than one half time clerk and more than two
special police officers. He felt that using last year as a base
line, the department did fine with what they had. Mr. Baker would
like to see budgeted in the salary and wage account, $1 ,139,056 .
Mr. Dunivan recommended $1,149,056, which the $10,000 is for a half
time special police officer, which Mr. Baker has not included. Mr.
Baker suggested $175,000 for the dispatchers. Mr. Dunivan felt
that $175,000 was also an acceptable figure. Mr. Baker also noted
for the record that in the police budget there is a disparity of
numbers which are different for male and female special police
officers. He felt that the Board of Selectmen should be made aware
of the disparity.
Deirdre Greelish asked Roger Dunivan to research the department's
maintenance and repair vouchers, or ask Chief Frye where he gets
his vehicles repaired (who the vendors are) . Ed Baker asked if Mr.
Dunivan got the odometer readings? His answer no. Mr. Dunivan did
not question the overtime. Dan Goggin asked why they need portable
radios? Ed Baker also stated that whatever the committee agree to
tonight, he would like the option . to go back at a later time to
review the questions regarding repairs, gasoline, special police
officers, mechanic, communication system and cruisers, etc. Ms.
Greelish asked Mr. Dunivan to get the committee some information on
the portable radios. Therefore, Mr. Dunivan recommended budgeting
the police department $1, 263 ,537. The salary line item would be
$969,000. The dispatcher line item would be $175,000 . The expense
line item would be $81,537 and the capital line item would be
$38,000. Members agreed to this recommendation, with the option of
revisiting this particular department's budget at a later time to
hash out any problems, previously mentioned.
TOWN PLANNER/PLANNING BOARD
Ed Baker is the liaison to this department. He recommended
budgeting the Planning Board $10,000. Members agreed that this was
acceptable. Mr. Baker recommended $68,213 for salary and wage for
the Town Planner. He recommended $5,195 for expenses, totalling
