Mashpee Finance Committee Minutes
3/16/93
Present: Deirdre Greelish, Chairman; Dan Goggin, Vice Chairman; Dennis Sullivan, Clerk; Ed
Baker, Roger Dunivan, John Ferriday. Tony GaIIo was absent.
The recording secretary was not present. Deirdre Greelish stepped down as Chairman to take the
minutes. Dan Goggin chaired the meeting.
Minutes
Dan Goggin motioned, and Ed Baker seconded, acceptance of the minutes of the previous
meeting. All in favor, with John Ferriday abstaining because he was not present at the 3/16
meeting.
Mashpee Taxpayers Association Directors were scheduled to appear, but were unable to attend.
They were rescheduled for March 25, from 7:15 to 7:30.
Old Business
Reconcile Town Accountant's report that only $13,000 was spend on vehicle repairs last year,
while the Police budget (as an example) includes $25,000 for such repairs. Roger Dunivan has
not been able to verify the cost of vehicle maintenance and repairs for the Police Debt,
Police Radios-Roger has not received information on why the radios in the '94 police budget cost
$1500 each.
Board Secretary Assignments-Deirdre met with the Executive Secretary Bob Whritenour. He
agreed in principal with the Finance Committee's suggestion that certain committees take their
own minutes instead of using a paid Board Secretary. Deirdre said Bob asked FinComm to
prepare a list for his review. Deirdre included reductions in the budget worksheet as follows:
No funds for Sewer Commission, South Cape Beach Advisory Committee, Historic Commission,
Library Trustees, Economic Development Committee and Waterways Commission. Reduce funds
for Finance Committee. Add hours for the upcoming H.S. Building Committee and add $1800
for a Board Secretary to cover the uncovered departments when they have hearings or public
meetings. The Finance Committee suggests that they apply to the Executive Secretary for
approval to use a Board Secretary. This policy would reduce the Personnel Salary/Wage account
by $7,675,
Town Valuation
Dan Goggin reported on the 1993 town valuation. The value dropped from $1.504 billion to
$1.218 billion. The tax rate will probably be $12.88 for '93 and $13.05 for '94. The tax collector
is preparing to send bills with barcodes on them. This will automate the lock box processing and
prepare a way to post cash receipts directly to the Tax Collectors computer without manual entry.
