Harbormaster
Denise presented her recommendation for the Harbormaster budget. Denise is still in favor of
consolidating the jobs of Shellfish Warden and Harbormaster. Denise recommended and the
Committee supported:
7/1-11/26 22 Wks @ 40 hrs=880 hrs x $12.37= $10,885.60
11/26-5/1 22 Wks @ 4 hrs=88 hrs.x $12.37 = $1,088,56
5/2-6/26 8 Wks @ 40 hrs=320 hrs x $12.37 = $3,958.40
Total Harbormaster salary: $15,932.56
Waterways Assistants (shared with Shellfish)
2 WAs for 10 Wks @ 40 hr= 800 hrs x $9 = $7,200
1 WA for 7 Wks @ 40 hrs=280 hrs x $9= $2,520
Total Waterways Assist: $9,172
Expense: $8,300
Total Budget Recommended: $33,404.56
Total Budget Requested $41,710.00
Shellfish
Denise presented her recommendation for the Shellfish budget. She did not recommend the
Assistant Shellfish Constable and the additional Waterways Assistant. There was $8,500 in the
Expense budget for Shellfish Propagation that was also removed because that is always funded at
the October Annual Town Meeting. The budget recommendation is:
Salary(Shellfish Constable only): $27,174
Expenses (no Propagation) $ 2,700
Total Recommendation: $29,874
Total Requested: $40,375
Conservation
Denise presented the Conservation budget and recommended it as requested. She explained that
there is an 18-hour person working in the department paid for out of the Reserved Receipt
Account. An article has been submitted to formally create this position. Ed said he favors leaving
it the way it is, informal, similar to his position against hiring an Assistant Town Planner. The
work may not be sustained, but the employee would remain. As long as we contract the work,
we are in a better position to discontinue the person if and when the work abates. The Committee
agreed to support funding for this as it is currently, with the work load evaluated next year.
Deirdre said it may be that what is really needed is an Assistant Agent, not another secretary. It
could also be that the Agent needs to prioritize violations better, said Ed.
Denise commented that she is uncomfortable with the fact that the Conservation Secretary is not
being financially compensated for her Board Secretary work for the Conservation Commission.
