10 <br /> Board of Selectmen <br /> Minutes <br /> September 11,2000 <br /> APPOINTMENTS AND HEARINGS: <br /> Cape Cod Commission: (continued) <br /> The mitigation portion of the development proposal was reviewed. <br /> Allocated sums placed in escrow from the developer include; <br /> $114,000 traffic mitigation <br /> $320,975 nitrogen mitigation <br /> (40 units @ appx. $8,000--advanced septic system) <br /> $240,000 affordable housing <br /> (3 units @ $80,000) <br /> The Selectmen requested that the use of traffic mitigation funds be <br /> considered to assist with the reconstruction of the Route 130 intersection <br /> which would be impacted by the Lowell Road development proposal. <br /> Robert Mumford, the Transportation Program Manager of the CCC <br /> indicated that traffic mitigation funds couldn't be used on the Route 130 <br /> intersection because it is not consistent with the regional policy plan. <br /> Requirements set forth under the plan include trip reduction and pedestrian <br /> safety. The intersection would promote automobile travel, and would <br /> violate the minimum performance standard of the regional policy. <br /> Mr. Mumford suggested that top priority pedestrian improvements be <br /> identified. It was noted that the local comprehensive plan identifies <br /> desirable bikepath and sidewalk locations. <br /> The Board agreed to formally request the Cape Cod Commission to <br /> "bend"to assist the Town of Mashpee with the reconstruction of the Route <br /> 130 intersection. It was deemed the number one priority of the Selectmen <br /> with respect to the Lowell Road development proposal_ <br />
