10
Board of Selectmen
Minutes
September 11,2000
APPOINTMENTS AND HEARINGS:
Cape Cod Commission: (continued)
The mitigation portion of the development proposal was reviewed.
Allocated sums placed in escrow from the developer include;
$114,000 traffic mitigation
$320,975 nitrogen mitigation
(40 units @ appx. $8,000--advanced septic system)
$240,000 affordable housing
(3 units @ $80,000)
The Selectmen requested that the use of traffic mitigation funds be
considered to assist with the reconstruction of the Route 130 intersection
which would be impacted by the Lowell Road development proposal.
Robert Mumford, the Transportation Program Manager of the CCC
indicated that traffic mitigation funds couldn't be used on the Route 130
intersection because it is not consistent with the regional policy plan.
Requirements set forth under the plan include trip reduction and pedestrian
safety. The intersection would promote automobile travel, and would
violate the minimum performance standard of the regional policy.
Mr. Mumford suggested that top priority pedestrian improvements be
identified. It was noted that the local comprehensive plan identifies
desirable bikepath and sidewalk locations.
The Board agreed to formally request the Cape Cod Commission to
"bend"to assist the Town of Mashpee with the reconstruction of the Route
130 intersection. It was deemed the number one priority of the Selectmen
with respect to the Lowell Road development proposal_
