He explained that the Personnel Board would be stretching <br /> the position if extending it another year. Mr. Whritenour's <br /> opinion was that the position should be created and if the need is <br /> not there in the future then it can be discussed at that time, but <br /> he felt the need is there presently. The floating clerk is <br /> scheduled to work 18 hours per week, and if the Conservation <br /> Department needed to utilize her there she would need to be funded <br /> more hours. Carol Jacobson felt that there are a lot of employees <br /> in the town who put in a lot of extra hours, and Conservation is <br /> one department who is grossly understaffed and the need is <br /> obviously there. Ms. Sullivan asked why Mr. Sherman needed a <br /> secretary and not an assistant agent? Mr. Sherman explained that <br /> this clerk not only does secretarial work, but also has many other <br /> duties, which is a great help to him. He stated that yes, he could <br /> also use an assistant agent. Mr. Baker suggested that it might not <br /> be appropriate to alleviate the pain in one department and not in <br /> other departments where this situation exists also. Judy Mills <br /> reiterated that the Conservation Department has an account that can <br /> be drawn on that other departments do not have. Mr. Baker said <br /> that he agreed, but that Mr. Sherman and Diana can also be <br /> compensated from this account. Ms. Greelish stated that the <br /> committee would discuss the situation and get back to Mr. Sherman. <br /> REVENUES <br /> Dan Goggin asked Mr. Whritenour what is the make up of the <br /> $1,700,000 betterment revenue and the $117,538 reserve for <br /> appropriation? Mr. Whritenour explained that the $1,750,000 is <br /> comprised of a big number of receipts of revenues from motor <br /> vehicle excise tax, local liquor licenses and permits, etc. He <br /> explained that he is hoping motor vehicle excise tax grows. Mr. <br /> Whritenour explained that the $126,038 reserve for appropriation is <br /> comprised of Conservation Reserve $7 ,694; Conservation Trust <br /> $5,000; Motel/hotel $86,500; Shellfish $8,500; Cranberry Bogs <br /> $3, 344 and DPW $15,000. Ms. Greelish mentioned that Shellfish <br /> propagation is usually done in November. Mr. Whritenour stated <br /> that to leave it in revenues now would alleviate the need for an <br /> article in the fall. The committee discussed New Growth. Mr. <br /> Whritenour stated that he felt that this was a sad situation. He <br /> is being very conservative with the $100,000. He is hoping to do <br /> better than that, but it does not look good presently. Mr. <br /> Whritenour explained that the $15,000 from the DPW is being kept in <br /> a special account for the department's machinery and equipment. <br /> The money is being received from road betterments or from Chapter <br /> 90 funds from the State. Mr. Taylor mentioned that he was told <br /> last year to set up this special account to keep things less <br /> confusing. He explained that they are taking $15,000 from <br /> estimated receipts and offsetting capital line item. Mr. <br /> Whritenour explained that this $15,000 is in addition to the <br /> $1,700,000. <br />
