Mr.
Whritenour stated yes this was the intention. The town presently
bids insurance and printing. Pagers and cellular phones is a new
idea and is a good idea. He and the Board of Selectmen have not
yet discussed bidding a retirement fund but that it will be
discussed.
VEHICLE MAINTENANCE
Mr. Whritenour explained that at no cost to the town it was opted
that the mechanic/laborer would be moved from the police department
which is in the FY93 budget creating a savings in FY94, rather than
filling the police department's position it would be moved into the
DPW. In Mr. Whritenour's opinion, consolidating the position into
a single account would be better tracking, management, more group
purchasing at wholesale costs and detailing management logs. The
DPW would devote a single bay garage for maintenance and repairs.
The town would take steps to insure that gasoline is also being
purchased by the town at the lowest cost. Mr. Taylor explained
that the DPW would be managing the repair of all town vehicles.
There is a lift and other facilities to take waste oil. He
explained that this was not included in his original budget. He
stated that he has one mechanic and one lift. Mr. Dunivan asked
Mr. Taylor whether one bay could be devoted for this? Mr. Taylor
said yes using half days. Mr. Dunivan felt that even with another
mechanic he did not feel this could be achieved. Mr. Baker asked
what kind of repairs would be done? Mr, Taylor answered general
maintenance, probably not mufflers. The department does not have
front end alignments. Mr. Goggin asked how much the regular
mechanic is being paid? Mr. Taylor answered $25,168. Ms. Greelish
stated that a large part of the cost would be coming out of the
police department, but you need other equipment. Mr. Taylor
mentioned that he would need $15,000 for emissions.. Mr. Baker
explained that the police department never filled the vehicle
maintenance position. Mr. Dunivan also pointed out that if you
take away from. the current local mechanics the regular reparations
and only utilize them for emergency purposes then the work would
probably be done at their convenience and the town would lose their
standing with the current stations performing the work. Mr.
Goggin's opinion was also that the savings was not there. He felt
the larger number was the gasoline. Mr. Whritenour said that the
gasoline does need to be bid. Nancy Caffyn asked why the town was
only receiving one bid? Mr. Dunivan suggested letting Mr. Taylor
tackle the police cruisers only and then in six months come back
with the results without causing chaos now. Mr. Baker stated that
even though a mechanic is not being funded in the police
department, the repairs are getting done out of their expense
budget. He stated that the town would be paying $25,000 plus
