She explained that it was just a <br /> question of moving the money into a capital account at the Special <br /> Town Meeting. Mr. Whritenour also explained that the hold up was <br /> because of the Department of Environmental Protection regarding a <br /> scope. The scope proposed by the Board of Health is now acceptable <br /> to them and the project will need to be started this spring. Ms. <br /> Greelish mentioned that the alternative would be to leave the money <br /> where it is and borrow the $129,000 and wait for it to be spent. <br /> Mr. Baker questioned the legality. Mr. Whritenour explained that <br /> a Hydrogeologic Study Account could be created. Members agreed <br /> that this was acceptable and the change was made from $832 ,724 - <br /> $65,030 totalling $767,694 for the debt inside 2 1/2 . <br /> Bob Whritenour also explained that he and the Board of Selectmen <br /> have been working very closely with the Treasurer/Tax Collector. <br /> The town has adopted a policy which will save the town from having <br /> to match the part time employees' social security withholdings, <br /> saving approximately $30,000. Ms. Greelish mentioned that she did <br /> not think it was a great idea to not withhold FICA from part time <br /> employees. Mr. Ferriday asked whether or not $20,000 of this could <br /> be put into an escrow account for the school budget? Mr. <br /> Whritenour also mentioned a change in the Treasurer's Temporary <br /> Borrowing Account. one betterment project needs $9,400 additional. <br /> The $26,000 would become $36 ,000. <br /> ASSESSORS <br /> Denise Sullivan steeped down from the discussion. Tony Gallo is <br /> the liaison for this department. There are three elected officials <br /> who have done a magnificent job for the town. Mr. Gallo mentioned <br /> a correction on the Assessors Department's Narrative in their <br /> budget packet. The savings to the town was $175,000 rather than <br /> $125,000 in the first paragraph. Mr. Gallo also stated that the <br /> assessors were very adamant about getting a salary increase. The <br /> request from the department is for $137,756.23 from last years <br /> $125,568. This is an increase of $12,188 . 23 . Mr. Gallo was in a <br /> dilemma about what he felt the committee should recommend. The <br /> Assessors saved the town $129,000, but the committee has to decide <br /> whether or not to reward them for that. He wasn't sure whether a <br /> precedent should be set that any department saving the town money <br /> would be rewarded. There are many departments who accomplish such <br /> great things without saving money, shouldn't they be rewarded also? <br /> Mr. Goggin felt that the Assessors should definitely be rewarded <br /> without setting anything permanent, a possible bonus. Deirdre <br /> stated that she thought it would have to be an article. She also <br /> felt that this department not only saved the department a great <br /> deal of money, but are working full time jobs and not being <br /> compensated for it.
