Mr. Ferriday stated that if <br /> the Finance Committee decided to give bonuses, then the Personnel <br /> Board should set up some type of bonus structure for every <br /> department, not only departments who save the town money. Ed Baker <br /> was opposed to giving a bonus. He felt that the committee was <br /> setting a precedent for bonuses. Dan and Deirdre were opposed to <br /> a salary increase. Tony recommended that if the committee decided <br /> to give it as a salary increase, then the Board of Selectmen should <br /> also receive an increase in their salaries. Members then agreed <br /> that it was the word bonus that they did not agree with. They <br /> decided that a stipend would be a better word to compensate <br /> employees for long hours and personal expenses. Tony Gallo <br /> MOTIONED that the Finance Committee prepare an article for the <br /> Special Town Meeting to grant each elected assessor a stipend of <br /> $1,500 a piece from the free cash account. Dan Goggin seconded the <br /> motion and members voted 6-0 in acceptance. The Assessor's budget <br /> for salaries will remain at $900. The Board of Selectmen's budget <br /> for salaries will remain at $2 ,500. Mr. Whritenour suggested <br /> recommending $15,000 for expenses rather than $15,880. Tony said <br /> that would be fine, as long as the Assessors agreed. He <br /> recommended $130,276, which is comprised of $114,376 salaries; <br /> $15,000 expenses; and $900 elected salaries. <br /> LIBRARY <br /> Deirdre Greelish is the liaison for this department. Dan mentioned <br /> that the library is very happy with their custodian and could not <br /> understand why the library would need another one. Ms. Greelish <br /> recommended that the budget remain as requested. The committee <br /> spoke about the terminal requested in the amount of $2,600 and <br /> direct telephone line charges. Ms. Greelish stated that this <br /> terminal would be connected to CLAMS. There would be three <br /> terminals in total. One terminal would remain in back, one <br /> terminal would check out books and one terminal would take the <br /> place of the card catalog for the public. Ms. Greelish stated that <br /> she was opposed to the library discontinuing printing cards as well <br /> for the card catalog. Ed asked the cost far the CLAMs network <br /> membership? The answer was $7,500. Mr. Dunivan referred to page <br /> six of the budget where it read that the library is planning for <br /> the high school. He felt that it would not be too soon to stop <br /> duplication efforts of the school department and the library for <br /> the future and what should be in the high school and what should be <br /> in the library. Ms. Greelish ended the conversation by stating <br /> that she was recommending for the library $109,865. <br /> DEPARTMENT OF PUBLIC WORKS <br /> Dan Goggin is the liaison for this department. He mentioned that <br /> the department is requesting a computer. The computer would tie in <br /> with the Planning Department's computer. The DPW could utilize the <br /> computer to map town roads. Members discussed the repairs of <br />
