8 <br /> Board of Selectmen <br /> Minutes <br /> September 25, 2000 <br /> APPOINTMENTS AND HEARINGS: <br /> Waterways. Update: <br /> Water Quality Management Update: <br /> Wastewater Management Facility Planning: <br /> Mashpee River Dredge Permit Status: <br /> Jim Hanks and several members of the Waterways Commission and <br /> Watershed Management Committee were present to update the Selectmen <br /> on the Water Quality Improvement Project. Dr. Brian Howes discussed <br /> the scientific report from CMAST and Tom Fudala reviewed the <br /> wastewater management facility planning. Mr. Hanks also discussed the <br /> Mashpee River dredge permit status. <br /> The Water Quality Improvement Project began in 1997 to quantitatively <br /> determine the nutrient levels required to restore the water quality of the <br /> bays. Phase I results reflected an over-stressed embayment, in particular, <br /> the Mashpee River. Part two of Phase I includes nutrient and wastewater <br /> management planning. This includes water sampling, analysis, and <br /> continued monitoring. Phase II of the project includes the development of <br /> a wastewater facilities plan using State Revolving Funds. Implementation <br /> of the wastewater facilities is reflected as Phase III of the project <br /> proponent. <br /> Dr. Brian Howes indicated that the Mashpee River, Ockway Bay, <br /> Shoestring Bay and upper Popponesset Bay is currently showing <br /> degrading habit due to nutrient overloading. The eutrophication index of <br /> Popponesset Bay was reviewed in comparative scale to evaluate water <br /> quality. <br /> The restoration project, which is a case study for the State of <br /> Massachusetts for nitrogen management, would involve watershed <br /> nutrient management, zoning shifts, and targeted land acquisition and <br /> circulation/flushing maintenance. <br />
