Board of Selectmen <br /> Minutes—Verbatim <br /> October 10, 2000 <br /> Selectman Green: At that initial start, first of all, it was to sit down and have a <br /> discussion with the Tribal Council about federal recognition. Hale <br /> and Darr was brought to the table that day. I was there at the very <br /> confrontational meeting between the lawyers to start with and then <br /> the crowd got involved. Dave was... <br /> Selectman Marsters: That was my seat when we got involved. <br /> Selectman_Green: Anyway, it started out,the whole mission, on a bad note, from that <br /> point on, it went down hill, we had suggestions, and a that point, <br /> what are you going to do? Nobody trusted anybody, you had a lot <br /> of things going on, innuendoes...Was it an offensive action being <br /> taken by the town? Was the Tribal Council hiding issues? The <br /> discussions never got back to the table as discussions, and then we <br /> swung a 360 around and decided to negotiate terms for federal <br /> recognition. All right, basically, the Tribe had absolutely nothing <br /> to gain by sitting down with the town except time to sit down. So, <br /> it wasn't a good foundation for negotiation. <br /> Selectman Leveille: Undoubtably so. <br /> Selectman Green: That's what we've got to do. Let's go back to the table and open <br /> discussions. Let's talk to people. <br /> Selectman Leveille: I'm concerned about having open discussions..... <br /> I think I said it a couple of weeks ago, I am still concerned about <br /> having full conversations pertaining to detailed recognition <br /> because that is a form of recognition in itself <br /> Selectman Green: But, we can have discussions about what federal recognition is... <br /> Selectman Leveille: Well, maybe we can do that....to do what Jan Strickland of the <br /> Affirmative Action Committee... <br /> Selectman Green: Then we do not have to get into the taxpayers pocket. <br /> Selectman Leveille: ...Do you want to send a letter to the Tribal Council asking them <br /> for a complete documented copy of the petition and the maps <br /> provided to the BIA, etc?...Before we go to that, there's public <br /> comment, Mr. Benway. <br /> S <br />
