MASHPEE FINANCE COMMITTEE MINUTES
5/1 I/93
PRESENT: Dan Goggin, Vice Chairman; Denise Sullivan Clerk,Roger Dunivan, John Ferriday and Tony Gallo.
The recording secretary was not asked to be present. Deirdre Greelish was designated Recording Secretary for
this meeting.
Called to order
The meeting was called to order at T 10 p.m.
Appointment of Deirdre Greelish to vacant term
Deirdre's 1990-1993 term expired on Election Day, May 8. She notified the Committee that she ran for re-
election last year and won a 3-year term, thinking that she had been holding an un-expired term. There were
y resignations between 1990 and 1991 which created the confusion. Last year's ballot included three Finance
Committee positions, but there were only two available.
order to make the situation clearer, Deirdre officially resigned from the 1992-1995 term. Tonight she
equested the Committee recommend to the Selectmen that she be appointed to the 1993-1996 term left vacant
hen she did not run this year. Her appointment would expire at the next election(1994) and the term will
appear on the ballot as a 2-year un-expired term. At this time,,there are two vacancies on the Finance Committee
or two terms 1993-1996. (Ed Baker did not run for re-election this year, having just been elected a Water
ommissioner. Deirdre ran for Selectman and lost.)
otion made by John Ferriday and seconded by Roger Dunivan to recommend to the Board of Selectmen that
eirdre Greelish be appointed to an appropriate term of office. The vote was unanimous. Dan Goggin will write
formal letter of recommendation to the Board of Selectmen, requesting the matter be placed on the SeIectmeds
liest possible agenda.
eserve Fund Transfer Requests
own Clerk Ex ease: Motion by Roger Dunivan and seconded by John Ferriday to fund the request for$600 to
ver expanded hours for the sticker office. The vote was unanimous.
oard of Health Ex ense: Motion by John Ferriday and seconded by Roger Dunivan to fund the request for
epair of the Health Agent's vehicle(replace radiator). The vote was unanimous.
nual Town Meeting Review
e Annual Town Meeting actions created a deficit of approximately$54,000. The deficit was created by a last-
ute article for which neither the Selectmen nor Finance Committee supplied any funding. The Finance
ommittee was unaware of the article until the night of town meeting. Article 5 provided $55,294 for benefits
or new positions in the School Department. This article is required by town bylaw, though it has never appeared
efore.
he deficit, the funds to settle with Sgt. David Mace, the funds to settle union contracts for`93 and'94 (and PAP
ployees) must be addressed at the October Town Meeting.
e Finance Committee did not receive voter support for the following:
FinComm not recommend the increase in Tax Collector/Treasurer Salary(she made a motion on the floor for
$42,336 the equivalent of Grade 18, step 3); it passed.
• Recommended a School budget of$5,515,000, not $5,558,000; the higher figure passed.
