• FinComm did not recommend Leisure Services new position of Administrative Secretary; it passed along <br /> with article 17 which created the position. <br /> • FinComm did not recommend article 6 Early Retirement; it passed. <br /> • Capital Replacement Account article 19 submitted by FinComm; failed. <br /> • Major Capital Fund article 21 submitted by FinComm; failed. <br /> Town meeting voted for the home rule petition creating a Betterment Account. <br /> After some discussion of why the voters did not follow FinComm's recommendations, Dan reminded-everyone <br /> that we were 98% in agreement on the budget; and a large portion of the Selectmen's recommendations had <br /> originated with us. <br /> enise said the articles arrived too late, as happened last year, and that this must be addressed. <br /> ohn said the School Department has got to get on board so that the rest of the government can catch up in <br /> erms of funding. We must put an end to the conception that the Finance Committee is anti-childre, anti- <br /> education. The school is in session 6 hours a day, 180 days a year;but the other departments charged with the <br /> ealth and welfare of children operate 24 hours a day, 365 days a year. <br /> an is concerned that the Selectmen will renege on their agreement to increase beach stickers to cover the <br /> ortfall for lifeguards. Beach stickers currently provide$15,000 less than lifeguards next year. <br /> oger recommended that the Committee begin now preparing standards for October. There should be joint <br /> eetings with the Selectmen and School Committee so that there will be a consensus on what can appear in the <br /> arrant and what kinds of articles will be accepted,before the articles are submitted by departments. Roger also <br /> ecommended the FinComm review last year's "post town meeting resolutions" and see what worked, what didn't <br /> d what recommendations weren't implemented that should be. The Committee agreed. <br /> ater Commissioner Question <br /> chard Halpern, Mashpee Waxer Commissioner, asked the Committee why it changed its recommendation for <br /> e Assessors and Selectmen salary(from current $300 each to $1,200 each). John Ferriday said FinComm was <br /> einstating the salaries that existed prior to the budget crunch a few years ago. Mr.Halpern took exception to <br /> e Committee's action at the recent Water District.Meeting in which-the Water Commissioner's salary was-cut --- <br /> om$1,500 to $500. He was told that the Finance Committee did not take a formal position on the Water <br /> ommissioners salaries, or any other item in the Water District Warrant. He might have mistaken the presence <br /> f some members of the Committee as formal Committee actions;they were not. <br /> ext Meeting <br /> he Committee will schedule a meeting Monday,May 17 in the hope that the Selectmen will schedule D&de <br /> eelish's appointment for that night. The appointment is a joint vote of the Board of Selectmen and Finance <br /> ommittee.
