Tony Gallo seconded the Motion and members voted 4-0 in
acceptance of the .Minutes.
REQUESTS FOR TRANSFER
Jim Vaccaro, Chairman of the Board of Selectmen, was present at the
meeting to discuss a transfer request by the Board of Selectmen
from the Reserve Account. Mr. Vaccaro explained that the Board of
Selectmen were requesting approximately $50,000 from the Reserve
Fund to assist in the payment to Sergeant Mace for his settlement
with the town for $75,000. Their hope is that the Finance
Committee will vote to transfer a certain sum and the remainder
will be paid from the Police Salary/Wage Account and from other
available funds. The Selectmen felt that this issue was unforeseen
and is extraordinary. Mr. Goggin asked when the first payment
needed to be made? Mr. Vaccaro explained that the first payment
needed to be made before July 1, 1993 and the second payment needed
to be made on or before July 31, 1993 . Mr. Goggin also inquired as
to how the Selectmen would get the money if this transfer request
was not approved by the Finance Committee? Mr. Vaccaro explained
that the town could only pay $25,000 this year and would have to
wait for the October town meeting for the rest of the money. Mr.
Goggin mentioned that there was approximately $48,000 left in the
Reserve Account. He also mentioned that there is a request pending
from Personnel. Ms. Greelish inquired as to why there was not an
article in the town warrant when the settlement had been voted on
in March? Mr. Vaccaro stated that there were no decisions made
until after town meeting. He stated that the Selectmen never voted
to accept the settlement, but voted to authorize town counsel to
make a counter offer. Mr. Vaccaro mentioned that the Selectmen
needed a response from the Finance Committee by June 30, 1993 . He
asked that the Finance Committee vote to transfer an amount for
this purpose after satisfying other needs. Mr. Vaccaro mentioned
that $25,000 would come from the Insurance account and if the
Finance Committee would transfer whatever amount they could from
the Reserve, then the balance then would be taken out of the
Insurance account in the next fiscal year. Mr. Ferriday MOTIONED
that the Finance Committee commit themselves to support the Board
of Selectmen with the best of their fiscal ability and to transfer
an amount to the Board of Selectmen's Insurance Account.
