Page 2 <br /> Members then discussed the Articles on the Town Warrant. Mr. <br /> Goggin stated that the Finance Committee needed information in <br /> order to make an informed decision regarding the Contracts, which <br /> is included in Articles 1 through 6. <br /> The Committee agreed that Article 7 was fine as written. Ms. <br /> Greelish suggested that the committee get a list of every legal <br /> case the town is involved in and what was expended on each case. <br /> Ms. Rommelmeyer also stated that this year the town has had the <br /> highest legal costs ever. There was only $155,000 appropriated and <br /> the legal costs are astronomical. Ms. Greelish stated that she <br /> would write a memo with their request. <br /> The Committee agreed that Article 8 would contain an amount equal <br /> to the sum of money in free cash. Members discussed Article 9. <br /> Ms. Greelish stated that she would go along with this Article as <br /> written, but would not agree to a Bonding Article. She felt that <br /> the Article as written in this draft, protects all parties and <br /> forms an intermunicipal agreement. <br /> Members agreed that Articles 10, 11, 12, and 13 were acceptable. <br /> Members agreed that Articles 14 and 15 should be written as one <br /> Article. Article 16 was not acceptable to the Finance Committee. <br /> Article 17 was questionable. They felt that this Article should <br /> have been in the May Town Warrant. Diane Rommelmeyer explained <br /> that there had been a mistake in the budget process. Longevity was <br /> not taken into consideration for Orin- Evans, and their secretary <br /> did not get her step increase. Mr. Goggin also mentioned that if <br /> other town employees get a 2% increase through their contract <br /> agreements, then the health agents should also. Ms. Rommelmeyer is <br /> going to get some numbers for the committee. Mr. Gallo thought it <br /> would be best to hold off making any decision until May. Ms. <br /> Sullivan also expressed that she felt their budget was a big mess <br /> and always caused problems and should be rectified by the Board of <br /> Selectmen. Ms. Sullivan also questioned why the Board of Health <br /> secretary was being paid for 37 1/2 hours when she only worked 35. <br /> She also gets paid for 1 1/2 hours as a board secretary. The <br /> Conservation secretary works 35 hours and gets paid for 35 hours <br /> and only gets compensation time for her board secretary work. <br /> Ms. Sullivan also explained that the health agents are asking for <br /> step increases in their Article and are not entitled to step <br /> increases. Ms. Greelish re-emphasized that the Article should be <br /> for $938.00, which is longevity for Orin Evans and a step increase <br /> for the secretary. <br /> The Committee agreed to not accept Article 18. There was a <br /> question regarding Article. 19, which they felt the - Board of <br /> Selectmen could answer. Article 20 was also questionable. The <br /> Committee felt that the Harbormaster should get three bids, and <br /> possibly buy a boat with an engine, rather than just buying the <br /> hull. Ms. Sullivan stated that Article 21 was going to be <br />
