MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> SEPTEMBER 21, 1993 <br /> MEETING COMMENCED AT 7:00PM <br /> Members Present: Deirdre Greelish; Denise Sullivan; Tony Gallo; <br /> Marcia King and Roger Dunivan. John Ferriday and Dan Goggin were <br /> unable to attend. <br /> Please note for the record that the Minutes ,of August 17, 1993 and <br /> September 21, 1993 have not yet been approved. <br /> Please also note for the record that the taping of this meeting was <br /> for the transcription of the minutes only. The tapes will be <br /> reused once the minutes are approved. <br /> MINUTES <br /> Denise Sullivan MOTIONED to accept the Minutes of September 7, 1993 <br /> as written. Deirdre Greelish seconded the Motion and members voted <br /> in approval 5-0. <br /> Tony Gallo MOTIONED to accept the Minutes of August 23 , 1993 as <br /> written with the noted date change at the top. Denise Sullivan <br /> seconded the Motion and members voted in approval 5-0. <br /> TOWN MEETING RECOMMENDATIONS AND EXPLANATIONS <br /> Please note that the following Articles have changes in them from <br /> the night which they were previously discussed on September 10, <br /> 1993. Article 10 is not recommended by the Finance Committee. The <br /> Committee felt that it was premature to give the town the authority <br /> to borrow money to build a plant which has not yet been designed. <br /> It was felt that Mashpee and Sandwich must first form an Inter- <br /> municipal Agreement to determine each town's share of the costs of <br /> designing, constructing and operating the Septage Treatment Plant. <br /> The procedure to be accomplished in Article 9. In regards to <br /> Article 15, the Finance Committee recommends $184,138 which is <br /> equal to the amount of State Aid Mashpee has received to offset the <br /> effects of the Education Reform Act. The DOE calculation for <br /> Mashpee'.s contribution has not yet been completed, and the <br /> committee felt that the full funding requirement would be discussed <br /> at a future town meeting. The Finance Committee recommends Article <br /> 16 with the further note that the Liaison Officer's salary was <br /> included in the police budget in May; so that the Police <br /> Salary/Wage Account is increased by $20,000.. The Finance Committee <br /> recommends $939 .00 in Article 18 to cover the error made in May. <br /> If the Personnel Administrative Plan salary/wage Table is increased <br /> by 3%, then the Finance Committee agreed that they would recommend <br /> that this Article increase the salaries of the Health Agent and the <br /> Assistant Health Agent by the same amount, which adds $2,083 to the <br /> Article.
