A <br /> MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> OCTOBER 4, 1993 <br /> MEETING COMMENCED AT 6:30PM <br /> Members Present: Dan Goggin, Chairman; Deirdre Greelish; Denise <br /> Sullivan; John Ferriday; Tony Gallo and Marcia King. Roger Dunivan <br /> was unable to attend. <br /> OCTOBER TOWN MEETING WARRANT <br /> Members of the Finance Committee met prior to the start of the <br /> October town meeting to discuss any Articles to which they had not <br /> made a final recommendation. They reviewed the Town Warrant. The <br /> Articles which the committee discussed were: Article 8 - Mr. <br /> Goggin explained that the Board of Selectmen were willing to put <br /> $666,000 of the $954 ,000 into Stabilization. After Mr. Goggin <br /> negotiated it with the Selectmen they agreed to place $754, 000 into <br /> Stabilization. They wished to set aside $200,000 for Free Cash or <br /> tonight's Articles. In order for the Selectmen to spend the <br /> $200,000 not placed into Stabilization they would have to go to <br /> town meeting. Mr. Goggin stated that he felt that FinComm <br /> accomplished what they set out to do. Most of Free Cash would be <br /> placed into Stabilization. Article 10 - Mr. Goggin explained that <br /> prior to this evening the Board of Selectmen were against Article <br /> 10, but now they would approve it. Deirdre Greelish handed out a <br /> copy of an amendment to the Article written by Stephen Greelish. <br /> The amendment was worded in order to only change the Article to <br /> include the words (in accordance with an Intermunici.pal Agreement <br /> with the Town of Sandwich) and instead of appropriating a sum from <br /> the Stabilization Fund, it read (transfer revenue available for <br /> appropriation the sum of . . . ) . Ms. Greelish explained that they <br /> would have to come up with an exact sum. This amendment would <br /> prevent the Selectmen from going outside 2 1/2, and or using the <br /> money prior to an agreement being signed. Ms. Greelish MOTIONED to <br /> accept the Article as amended. John Ferriday seconded the Motion <br /> and members voted in approval 6-0. ARTICLE 15 - Mr. Goggin <br /> explained that the amount of $184,138 is not a direct offset but he <br /> thought that technically it should go to the school . Ms. Greelish <br /> disagreed. They asked the opinion of the Town Accountant. Ms. <br /> Rommeimeyer stated that it could go into the General Fund. The <br /> Finance Committee agreed to hold off on making any decision until <br /> they met with the Board of Selectmen at 7:OOPM. ARTICLE 18 _ Ms. <br /> Rommelmeyer explained that the total amount of money needed for the <br /> Board of Health was $4,726. This included a 3% pay increase <br /> retroactive from July for the Agent and Assistant Agent and <br /> corrects the $939 error made in May. <br /> JOINT MEETING - FINANCE COMMITTEE AND BOARD OF SELECTMEN <br /> The Finance Committee and the Board of Selectmen discussed Article <br /> 10 and the proposed amendment to the Article on which they had just <br />
