Page 2
later than December 1st. She indicated that she met with Dave
Bailey, Anne Shaw and the Executive Secretary about getting the
actuals out. Ms. Rommelmeyer mentioned that Dan Goggin should call
and get a time table from the Executive Secretary. December 28th
was the date the group selected, according to Ms. Rommelmeyer. The
bills should go out in the mail December 28th. Right now it is
just a preliminary.
Deirdre Greelish had prepared an FY93 Comparison Budget vs. Actual
Budget regarding the operational Expenditures for the Committee to
review. The statement defines what the budget for FY93 was, what
was spent and what was returned by the Departments. There was
$850,000 returned to the town by the departments. The Fiscal
Policy Report states what Mashpee expects over the next couple of
years starting with FY92 and proceeding through FY94 .
The group discussed the budget calendar for FY95. It was indicated
that the Special Town Meeting was going to be held on December 4,
1993 and the town elections were going to be held on December 11,
1993.
Dan passed out a Summary Revenue Statement for FY91 through FY94
comparing year to year what the town received by way of revenue.
Mr. Goggin stated that this along with Deirdre's statement should
give the Committee a good idea of where they were at.
Diane passed out the revenue statement for the first quarter ending
September 30, 1993. She explained that the tax recap had not been
set yet, so the town does not know what it will officially get for
motor excise, etc. She stated that she plugged in the amount of
$1 ,765,000 , which is an estimate combined with the Cherry Sheet
Actual $1,632 ,418 totalling $3, 397,418. Ms. Rommelmeyer mentioned
that the percentage should actually be 250 of that collected. She
indicated that the town cannot go by the grand total. You have to
go through it individually. The Motor Vehicle Excise is the big
commitment and it always comes out in March. She felt that the
Committee could use this sheet as a review. She also indicated
that in street betterments the town has already received $12 ,000.
Revenue looks about where it should be, according to the Town
Accountant.
Dan Goggin asked if there was anything unusual on the expenditure
side. Diane indicated that as of now there was not anything
unusual .
Ms. Rommelmeyer did say that the $184 ,000 for the school has not
been posted. There is no legal opinion as of yet and it cannot be
posted. According to the Town Accountant, Jane LaBute needs to
certify the meeting and she is having a hard time due to the
contingency of the Article. That puts the town in a sort of
"limbo" , according to Diane. If the opinion comes back null and
void, the school will get zero. Mr. Goggin stated that if the
