Page 3 <br /> Article is a good Article and it stands, the school has to <br /> demonstrate that the $184 ,000 is required by the State. Ms. <br /> Rommelmeyer claimed that there is a form that has to go out with <br /> the tax bills. The form is in regard to education reform and tax <br /> setting. It will affect the tax rate. <br /> MISCELLANEOUS <br /> Dan discussed the monthly bulletin, called The Beacon which the <br /> Finance Committee receives. Marcia King requested that her name be <br /> added to the list of members receiving the bulletin. Mr. Goggin <br /> also mentioned that he updated the subscriber list for the <br /> bulletin, Cities and Towns and members should be receiving that <br /> bulletin. <br /> Dan Goggin asked that the recording secretary send a memo to the <br /> town clerk asking her to verify in writing the date each Finance <br /> Committee member took office and when their term expires. <br /> GOALS AND OBJECTIVES <br /> Each member agreed that Free Cash should not be used to run the <br /> general operation of the town. Each member agreed that there <br /> should be $200,000 placed into a Vehicle Replacement Account rather <br /> than $250,000 last year. Members agreed to place 1% of the tax <br /> levy into Stabilization for future capital needs. Members agreed <br /> to not support any new positions at the October Town Meeting. <br /> Lastly, members agreed that decreases in debt service should go <br /> into Stabilization. <br /> one argument that Deirdre stated the Board of Selectmen had in <br /> regard to bonding, was that the payments should decrease as people <br /> move into town. Instead of paying cash out of pocket, you bond and <br /> that collects interest. Deirdre felt that Stabilization also <br /> collects interest and you can make payments with stabilization. <br /> John Ferriday also reminded the group that the future residents of <br /> the town will also have future projects pending. He agreed that <br /> any funds available from debt service should go into stabilization. <br /> Dan stated that he would like Stabilization to grow to 100. <br /> Deirdre mentioned that she would like the Departments to make their <br /> requests up front if they are known, eg. a new position needed, a <br /> new truck, etc. Denise also agreed that it would be helpful to <br /> know what they were looking for before they submitted their <br /> budgets. <br /> Dan asked what Diane Rommelmeyer thought. Diane Rommelmeyer stated <br /> that, in her opinion, it was the belief of the Fiscal Policy <br /> Committee that everything of a capital nature should be bonded. A <br /> school, architect, etc. should be bonded and not paid completely <br />
