Page 4
with free cash. This is what she believes the Fiscal Policy
states. Diane suggested revisiting the report.
Dan did not think the members of the Fiscal Policy Committee would
vote to bond everything. Diane stated that they may.
Diane thought that the Selectmen should appoint a new Fiscal Policy
Committee or reform the old one. Dan thinks the Finance Committee
should also stay up on the revenue side and the expense side.
Diane agreed. Diane liked $200,000 for vehicle replacement. She
liked requesting that departments request now any new proposed
positions or major capital items. Denise suggested putting a date
on the memo to the departments so that they can be returned by a
certain date. As well as the memo, the new liaison assignment list
will be sent. Dan suggested December 1, 1993 as the return date,
and stated that the departments should contact their liaison.
Deirdre Greelish mentioned that she was pleased that the Selectmen
were working well together on the contracts. She was impressed
with the meeting. Dan Goggin stated that the Selectmen had invited
him or another member of the Finance Committee to attend a strategy
session. Deirdre also mentioned that the Selectmen voted to
advertise the position of Administrative Secretary for Leisure
Services. The members discussed $145,000 from the bond left over
from the school which was not spent. A member asked whether or
not it could be spent on another project, possibly renovating town
hall. They bonded for 1,9 million and $145,000 was left. Diane
Rommelmeyer indicated that it could only be used for another
bondable project for the same amount of time or a longer time.
This is Massachusetts General Law. You can only pay off $1 ,000 to
principal. Diane will get a copy of that Law. Deirdre thought
that all the left over monies should be applied to the high school
or another project. Diane thought that the Law was very outdated.
The meeting adjourned at 8: 50PM. Minutes were submitted by Jean M.
Mooney, Recording Secretary. The next meeting will be held on
Tuesday, November 2 , 1993 at 7:OOPM.
