MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> DECEMBER 4, 1993 <br /> EMERGENCY SPECIAL TOWN MEETING <br /> MEETING COMMENCED AT 9: 40AM <br /> Members Present: Dan Goggin, Chairman; John Ferriday; Denise <br /> Sullivan; Tony Gallo and Marcia King. Roger Dunivan and Deirdre <br /> Greelish were unable to attend. <br /> Dan Goggin entertained a MOTION to vote NO on Article 1 . Denise <br /> Sullivan seconded the Motion. This Article was in regard to the <br /> site at Route 130 as a proposed location for the new high school . <br /> Tony Gallo amended the Motion and he then made a MOTION to vote NO <br /> on both Articles 1 and Article 2 . Article 2 was in regard to the <br /> site at Route 151 as a proposed location for the new high school . <br /> John Ferriday seconded the Motion and members of the Finance <br /> Committee voted unanimously to vote NO on both Articles 1 and 2 . <br /> Mr.. Ferriday questioned as to why these were the only two sites <br /> chosen? He mentioned that the Building Committee was told to find <br /> two sites which would house both the high school and a future <br /> elementary school . The Building Committee should have been able to <br /> research other locations which would only house one school, because <br /> the high school is the only school in question presently. <br /> Mr. Goggin mentioned that Article 3 asks only for a sum of money. <br /> He felt that the town was being asked to vote to approve a blank <br /> check prior to their being any proposed plans, an educational <br /> program, athletic program, etc. Mr. Ferriday felt that the Finance <br /> Committee could not philosophically vote to approve that. He <br /> stated that if any other Department Head came before the Finance <br /> Committee and asked for a certain sum of money, but did not have <br /> exact plans for this money, the Finance Committee would not <br /> approve. He felt that this was the same type of situation. <br /> Mr. Goggin MOTIONED to vote NO on Article 3 . Denise Sullivan <br /> seconded the Motion and members voted unanimously to vote NO on <br /> Article 3. Mr. Gallo stated that he thought the Building Committee <br /> was willing to take short cuts so that the school would be ready by <br /> September of 1995. <br /> Mr. Gallo asked the Committee if there was any member voting <br /> against this Article because they did not feel that the town needed <br /> a high school? Each Committee member stated that they did feel <br /> that the town was in need of a high school. Mr. Gallo then <br /> mentioned that the Finance Committee needed to reinforce this <br /> thought during town meeting. Mr. Gallo also believed that the <br /> Board of Selectmen should have requested to meet with the Finance <br /> Committee prior to the town meeting. <br />
