(Tr°- <br /> a <br /> MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> DECEMBER 15, 1993 <br /> MEETING COMMENCED AT 7:OOPM <br /> Members Present: Dan Goggin, Chairman; Deirdre Greelish; Denise <br /> Sullivan and Marcia King. <br /> Please note for the record that the taping of this meeting was for <br /> the transcription of the Minutes only, and will be reused once the <br /> Minutes are approved. <br /> Denise Sullivan MOTIONED to accept the Minutes of November 30, 1993 <br /> and also December 7 , 1993 as written. Marcia King seconded the <br /> Motion and members voted unanimously to accept both sets of Minutes <br /> as written. <br /> Al Polsi, Taxpayers Association, was present at the meeting to <br /> discuss the changes that the Finance Committee made to the Ten Year <br /> Projected Master Financial Plan. Deirdre Greelish had obtained the <br /> disc which contained this Plan from Ed Baker. She then changed the <br /> format and added and deleted certain information for the Finance <br /> Committee. She mentioned that under the Debt section, she would <br /> like to break it down into three sections, inside, outside 2 1/2 <br /> and temporary borrowing. She also explained that the number under <br /> the section of K-12 under school contains the number of pupils also <br /> attending Cape Cod Tech. She mentioned that she would like to <br /> break this section down into three sections also, K-8, Falmouth <br /> High School and Cape Cod Tech. Mr. Polsi asked if the Committee <br /> agreed to stay with the amount of $5, 000 per pupil? Mr. Polsi <br /> stated that he was not sure that he was comfortable with that <br /> number. He thought that it should possibly be $5,100 per student. <br /> He is currently waiting to receive a report from Bob Whritenour, <br /> Executive Secretary, that will make it easier to come up with a <br /> number. Medical benefits needed to be considered, etc. <br /> Mr. Goggin stated that what the Committee is trying to do is <br /> develop a five year plan for the townspeople to adopt. The State <br /> separates out fixed costs. Three changes that the Finance <br /> Committee wants to change is 1. the Education Reform calculation, <br /> be one calculation for fixed costs and debt service; 2. take fixed <br /> costs and get them back into the Departments where they should be; <br /> and 3 . line up the columns like the Department of Revenue does. ti <br /> Have each heading show fixed costs. Dan Goggin stated that he' '.". <br /> would talk to Mr. Whritenour about this. <br /> Mr. Goggin asked Mr. Polsi how he got that particular number of <br /> students? Mr. Polsi answered from the Town Planner, Tom Fudala. <br /> 1.,165 is the newest number under Education on the Plan. Cape Cod <br /> Tech is not included in the dollar amount. Ms. Greelish again <br /> suggested having three separate lines for the three schools. Mr. <br /> Goggin requested that there be a separate line for Stabilization <br /> and one line for Education. <br />
