Mr. Whritenour <br /> answered that the Selectmen had recommended to place $1 ,000 into <br /> the department's salary account, but not increase the part time <br /> employee's hours from 20 to 24. Mr. Goggin asked if both 2% <br /> increases were included? Mr, Vaccaro answered yes. Mr. Vaccaro <br /> then asked the Finance Committee's recommendation on the 2% <br /> increases. Mr. Goggin answered that the Finance Committee were not <br /> including the increases in the salary recommendations, but they had <br /> not made a formal vote to date. Ms. Caffyn asked what would happen <br /> if the 2% increases were not approved at Town Meeting? Mr. Vaccaro <br /> stated that they should keep the increases where they were and if <br /> the Article does not pass then they will have to be pulled out. <br /> Mr. Goggin felt that both boards should not be so presumptuous as <br /> to what the taxpayers will vote. <br /> ASSESSORS <br /> A Finance Committee member asked about the amount of $5,225 in the <br /> capital line item. Mr. Whritenour explained that this money was <br /> requested for office renovations and the Selectmen were not <br /> recommending it. There will be an RFP to examine office space at <br /> the Town Hall. <br /> TREASURER <br /> Mr. Whritenour informed the Finance Committee that the Selectmen <br /> were level funding the Treasurer and not recommending her salary <br /> increase. Mr. Vaccaro stated that it was the board's opinion that <br /> because she is an elected official she should request her salary <br /> increase at Town Meeting. Mr. Goggin stated that elected officials <br /> are left to themselves and that the Finance Committee has discussed <br /> on numerous occasions bringing them along with the PAP. Mr. Costa <br /> stated that in his opinion, she was elected by the voters at this <br /> salary, and if the voters want to give her an increase then they <br /> can do so. <br /> PERSONNEL <br /> Mr. Goggin asked about the Human Resource Director and the floating <br /> clerk. Mr. Vaccaro responded that the Selectmen had recommended <br /> the hiring of a Human Resource Director and keeping the Personnel <br /> Administrator where she is at presently, but not fund a part time <br /> clerk. A floating clerk is being funded. Mr. Goggin mentioned <br /> that the Finance Committee agreed that they would support the <br /> hiring of a part time person to assist the Personnel Administrator <br /> who is already there, because she is almost equivalent salary wise <br /> to a human resource director. Ms. Sullivan mentioned the <br /> reclassification of the Personnel Administrator a year ago. Mr. <br /> Vaccaro agreed that this may have been a mistake, but a Director <br /> was still needed. He explained that this Director would be an <br /> assistant to Mr. Whritenour and have many other responsibilities <br /> that the current person in Personnel does not have. Ms. Caffyn <br />
