Ms. Sullivan mentioned that if there
is a hiring of a Human Resource Director should they be deciding on
the reclassification requests, or leave for his/her review? Mr.
Vaccaro stated that there were four or five positions up for
reclassification but that the Selectmen have not decided whether or
not to leave them on the Warrant. Ms. Sullivan mentioned that she
would like to hear what the Personnel Boards decisions were on
these reclassifications. Ms. Sullivan also asked if they would
keep the Personnel Board if a Director is hired? Mr. Vaccaro
responded that yes, because they are more of an advisory board and
would be a great help to this new person. Mr. Goggin mentioned
that the Personnel Board at a previous meeting stated that they
would be happy with a part time person to Ms. Farren. Mr. Goggin
also mentioned that the Finance Committee is totally supportive of
the goals in which the Selectmen would like to see accomplished but
that they were a half person away from being in agreement with the
Selectmen.
DATA PROCESSING
Mr. Whritenour mentioned that the Office Supply Account is running
tight and was increased slightly.
TOWN CLERK
Mr. Goggin asked why the Selectmen were allowing an increase of
$645 for the Town Clerk? Mr. Whritenour answered that this was a
cost of living increase. Ms. King stated that she also was an
elected official, why not give the Treasurer an increase? Ms.
Caffyn also agreed that they needed to be consistent. Mr. Vaccaro
stated that they would recommend an increase for the Treasurer
also. Mr. Whritenour said that he would put both 2% cost of living
increases into her salary. Mr. Goggin mentioned that the Finance
Committee would vote at a later time whether or not to increase
both the Treasurer and Town Clerk. It was his feeling that the
Finance Committee would not agree to recommending an increase, but
to let them request it on Town Meeting Floor themselves.
The boards discussed the position which is now an 18 hour position
being reclassified to a 20 hour position. Ms. Sullivan stated by
doing this, the Selectmen were recommending that this employee go
to a grade 10 position. Mr. Goggin stated that the Finance
Committee would be willing to support an Article rescinding 18 hour
positions to 20 hour positions. Mr. Goggin mentioned that the
Finance Committee had discussed this with Mr. Whritenour and that
this was the Executive Secretary's possible solution to the
problem. Mr. Vaccaro asked to go back to that issue later.
ELECTIONS/REGISTRATIONS
Mr. Goggin asked about the increase for people working the
