Mr. <br /> York brought up the point that the Town does not insure volunteers, <br /> and it would not be wise to use volunteers without medical <br /> insurance. Ms. Sullivan questioned Mr. York about the number of <br /> violations he has seen thus far this winter and she also asked him <br /> where his water quality lab is located? Mr. York mentioned that <br /> the lab is located presently in the DPW building. Mr. York spends <br /> a few hours each week in the water quality lab. He spends most of <br /> his time patrolling. He stated that enforcement is the number one <br /> priority. <br /> Ms. Sullivan felt that it was only fair that she tell Mr. York that <br /> her recommendation to the Finance Committee would be a reduction in <br /> hours for Mr. York. She recommended keeping him on the same <br /> schedule as the Harbormaster. Mr. York mentioned that without <br /> proper enforcement and patrolling the shellfish beds would become <br /> almost bare. Ms. Sullivan stated that the Finance Committee still <br /> had to discuss her recommendation as a Committee and Mr. York would <br /> be notified of their decision at a later time. <br /> School. - The second request was given to the Finance Committee by <br /> Dr. DeMoura. He was requesting that $9,100 be placed into a <br /> Special Account for the recovery of special education therapy costs <br /> that are covered by medicare. The Seed money will provide for a <br /> temporary social worker and a temporary clerk to contact all <br /> students with an educational plan and receiving therapy services in <br /> FY93 and FY94. Medicare numbers will be obtained and necessary <br /> forms will be completed. All monies will be deposited into the <br /> general fund. Deirdre Greelish MOTIONED to transfer the $9,100 <br /> into this special account with an amendment to the request that the <br /> social worker and clerk be temporary. John Ferriday seconded the <br /> Motion and members approved 7-0. Mr. Goggin added the word <br /> temporary to the request and would discuss with Dr. DeMoura. <br /> FINANCE COMMITTEE BUDGET RECOMMENDATIONS <br /> Please see the attached worksheet for the Finance Committee's <br /> recommendations and explanations. Also included in the enclosed <br /> package is the FY95 Finance Committee Budget Worksheet and FY95 <br /> supporting schedule for the Finance Committee Budget Worksheet. <br /> The worksheets were provided by Ms. Greelish. <br /> OTHER BUSINESS <br /> Mr. Goggin asked the Committee's opinion of the two 20 cost of <br /> living increases and the 5% step increase? Ms. Sullivan stepped <br /> down from discussion. Mr. Dunivan stated that he felt it should be <br /> put in writing that the Committee is unhappy. Ms. Greelish stated <br /> that in her opinion it is "water under the bridge". It is $70,000 <br /> in total dollars budgeted for the increases. She stated that the <br /> Finance Committee might as well go along with the increases so that <br /> they won't have to argue every line item. She then stated that it <br />
