Page 4 <br /> Gordon stated that in the summer months the Harbormaster puts in <br /> much more than 40 hours per week. He also stated that the <br /> Harbormaster was needed in the winter months for buoy repair and <br /> maintenance, removing them from the waters, dock permitting, <br /> mooring bills, phone calls, public hearings and meetings, <br /> organizing assistants' training and hiring, cleaning debris from <br /> storms, etc. Most importantly, he is on call year round.. Mr. <br /> Gordon mentioned that the waterways are some of Mashpee's greatest <br /> assets and that Mr. Ellis is needed on a full time, year round <br /> basis. Ms. Greelish asked the following questions of Mr. Gordon. <br /> Does the Department set mooring fees? What would happen if they <br /> were increased? Would it be possible to raise them enough to cover <br /> the excess needed to bring Mr. Ellis to full time from part time? <br /> Could we add more space for moorings? Ms. Greelish mentioned his <br /> salary of $28,000 and asked how long he would be satisfied with <br /> that salary? She mentioned that possibly raising mooring fees <br /> would get him in the door as full time, but would he then come back <br /> and want a raise? Mr. Gordon mentioned that the Waterways <br /> Commission and the Harbormaster will do whatever it takes to get <br /> that $3 , 500 . Ms. Greelish suggested speaking to the Selectmen <br /> about possibly raising fees and that the Finance Committee would <br /> also discuss it. The Waterways Commission left at 9:50PM. <br /> Ms. Sullivan mentioned that it should be left the way it is. She <br /> still believed that from December 1 to March 1, he was not needed <br /> on a full time basis. <br /> The Finance Committee reviewed their recommendations for the <br /> Special Town Meeting Warrant. They agreed to put $4 ,000 back into <br /> the FY95 Planning Expense. The Committee still disagreed with the <br /> hiring of two new patrolmen for the Police Department, pre-funded <br /> by a grant that has not even been received. <br /> The Finance Committee reviewed their recommendations for the Annual <br /> Warrant and agreed that everything appeared okay. <br /> The Committee agreed to meet again on Wednesday, April 13 , 1994 at <br /> 7:OOPM. Mr. Dunivan suggested that at that time, the liaisons have <br /> prepared net personnel increases for their departments with <br /> benefits tacked on. <br /> The meeting adjourned at 10:05PM. Minutes were submitted by Jean <br /> M. Mooney, Recording Secretary. <br />
