Page 2 <br /> Mr. York again stated that he wished the Committee to respond to <br /> his question of what the vision for the Shellfish Department was <br /> for Mashpee? He then stated that in his opinion full time status <br /> was essential. Mr. Ferriday asked how he felt about the Shellfish <br /> Department being consolidated with the Harbormaster? Mr. York <br /> stated that he would not take the Shellfish Warden's job if it <br /> remained part time, because the shellfish beds will get wiped out <br /> in the winter and he does not want the blame when this occurs. Ms. <br /> Greelish mentioned that if the Town is paying Mr. York to keep a <br /> watchful eye, then perhaps permit fees should pay his salary. Ms. <br /> Greelish stated that of all of the Board of Selectmen meetings that <br /> she was in attendance she has never seen any type of proposal or <br /> business plan. Ms. Greelish explained that she wishes to know <br /> where Mashpee is going with this, prepare some type of proposal. <br /> If the end result is paying taxes so that 15 fishermen will make <br /> salaries then she stated that she may not be in favor. Ms. <br /> Greelish used the cranberry bogs as an example. She wanted to hear <br /> that Mashpee will make some type of revenue from this. <br /> Mr. York again asked if the Committee thinks of shellfish as <br /> economic development for the Town? Mr. Ferriday answered that he <br /> believed it to be recreational. <br /> SPECIAL TOWN MEETING ARTICLES <br /> The Committee recommended a smaller amount for the DPW salary/wage <br /> of $8,400. The Committee did not recommend the Planning Department <br /> Transfer. Medicare was recommended. Transfers between interest <br /> accounts were recommended. School funding for teachers' contracts <br /> not recommended. Police salary/wage not recommended. Increase <br /> limit to $1,000 recommended. Interest on refunds recommended. <br /> Rescinding bonding authority recommended. Town Clerk salary/wage <br /> transfer from Board of Health recommended. Town Hall Feasibility <br /> Study recommended with this requirement that Carlton Associates <br /> feasibility study done in 1990 be found, read and publicly <br /> discussed prior to advertising for a new study. <br /> The Committee discussed the Article in which the School was going <br /> to request $200,000 from the Falmouth tuition.. Ms. Greelish stated <br /> that the Finance Committee could not let the voters lose sight that <br /> this money will be put in again next year. Ms. King agreed that <br /> the voters might think that the money will roll into the FY95 <br /> budget. Mr. Goggin asked why the school should be rewarded to <br /> overspend their budget? He mentioned getting a slide of the <br /> transfers that Dr. DeMoura had made. Ms. Greelish stated that she <br /> believed the school was making a test case and this would be the <br /> first time that Town meeting may reimburse a department for deficit <br /> spending. Mr. Goggin was very concerned with how Falmouth Tuition <br /> would be used. <br /> The Committee also discussed the $71,00 Article from the School to <br /> fund the teachers' contract.
