Page 2 <br /> by the Herring Warden? Mr. Shaughnessy answered no, but by <br /> volunteers. Mr. Shaughnessy felt that the biggest problem was that <br /> there was no direction. Ms. Sullivan mentioned that she would be <br /> more comfortable placing an extra $500 into the expense account and <br /> not into the salary/wage account. It was her feeling that it would <br /> get spent where it should be getting spent if it was placed there. <br /> The Finance Committee had agreed prior to this meeting to level <br /> fund this department. The Herring Warden in the past has spent <br /> zero from his expense account, and they felt $2 ,000 was sufficient. <br /> The Finance Committee agreed to discuss this request and the <br /> gentlemen left the meeting at 7: 20PM. <br /> It was the feeling of Mr. Ferriday that the Town should have a <br /> Natural Resource Department. Mr. Ferriday felt that the Department <br /> of Public Works should be left out of this. He believed that <br /> Conservation needs to be the central department combined with <br /> Herring, Shellfish, Harbormaster and the Tree Warden. Mr. Goggin <br /> also felt that this was a good suggestion and felt that the <br /> Committee should push this consolidation and have only one <br /> department called the Natural Resource Department. It was the <br /> feeling of Mr. Goggin that Town Meeting had already voted for <br /> something like this. At a previous Town Meeting the voters voted <br /> to give the Selectmen authority to combine the Shellfish Warden and <br /> the Harbormaster, to make one department. The Finance Committee <br /> agreed that they would recommend combining the Shellfish Warden and <br /> the Harbormaster, even if the idea of a Natural Resource Department <br /> did not seem of interest. They did believe that one person could <br /> be responsible for both the Shellfish and the waterways with a <br /> sufficient amount of assistants. That way the Town would not be <br /> required to pay two full time salaries as requested. The <br /> individual would need to have all of the knowledge that is required <br /> of the Shellfish Warden currently and also know the waterways and <br /> its responsibilities. It was their feeling that the Shellfish <br /> Constable was capable of both. Mrs. Sullivan also felt that they <br /> should be combined because as separate departments they seem to be <br /> growing drastically every year. Mr. Ferriday asked Ms. Sullivan to <br /> locate which map is now being used by the Shellfish Warden, who <br /> drew it up and what year it was drawn up. Ms. Sullivan stated that <br /> she would contact Mr. Gordon and get his feeling about a Natural <br /> Resource Department. <br /> ARTICLES -- SPECIAL TOWN MEETING <br /> The Finance Committee reviewed the Special Town Meeting Warrant <br /> with special attention to the funding sources. The Town Accountant <br /> had given the Committee a worksheet for the money articles. <br /> The Finance Committee recommended approving the following Articles. <br /> Article 1, Unpaid Bills $210,245 be paid from Free Cash. Article <br /> 2, DPW Salary and Wage $8,400 be paid from Free Cash. It was the <br /> agreement of the Finance Committee to only fund $8,400 of the <br /> $15,000 requested.
