3 .
It was the feeling of the Committee that the study was needed, but
the request was poorly timed. Mr. Polsi also indicated that the
Taxpayers were not recommending this. Ms. Greelish indicated that
she has been unable to find a formal vote of the School Committee,
in which they gave up this building. Mr. Goggin indicated that
this should be postponed a year, because it was not budgeted for in
FY95. Mr. Polsi indicated that the Taxpayers' Association has
requested hard figures and request that they come back in October.
Mr. Goggin indicated that the October meeting would not be a
financial meeting. Mr. Polsi then stated that he felt it could
wait a year. The Committee agreed that it seemed a waste to give
$15,000 to someone to tell them what they already know, that a new
roof was needed, as well as plumbing and electrical work. Ms.
Greelish stated that she believed that if they recommended the
Study, then the Selectmen in October would want the money to
actually do the renovations. It was Ms. King's suggestion that the
Town ask their own Building, Plumbing and Electrical Inspectors to
actually do the inspecting and inform the Town of what was needed.
Ms. Sullivan was going to speak to the Building Inspector and get
his feeling about this idea.
FY95 OMNIBUS ARTICLE
The Committee reviewed the Article and discussed who would speak in
regard to the departments' budgets which the Finance Committee's
recommendation differed with the SelectmensI . Mr. Goggin agreed to
speak about the Finance Committee recommendation of $10,000.
The Committee agreed that they would still recommend that the
Treasurer request her raise on Town meeting floor. They were not
including her raise, as the Selectmen had done. Mr. Polsi also
indicated that the Taxpayers' ' were not recommending. Ms. King
indicated that she was going to research what Falmouth, Bourne and
Sandwich paid their Treasurer/Tax Collector. Mr. . Polsi also
suggested Duxbury, because the Town of Duxbury is very similar to
Mashpee. Mr. Goggin also asked Ms. King to research what these
Towns pay their Town Clerk. The Committee agreed that this was the
same situation, let the Town Clerk request her raise on Town
Meeting floor. Ms. Sullivan was very disturbed with this
department. She asked that the Committee put a hold on this line
item until they get to Article 12 on the Annual Warrant. After a
lengthy discussion, the Committee agreed to vote NO on Article 12
and the reason was that the Town Clerk just had this position
reclassified six months ago, when the Town voted to make this
position an 18 hour position. The Finance Committee was
recommending leaving this position at 18 hours.
Ms. Sullivan stated that she would speak about the difference in
the salary figure in the Personnel Department's budget. The
difference is due to a decrease in the Finance Committee's
-recommendation for :board secretaries. ;
