4. <br /> The Finance Committee differs with the Selectmen by $10,000 for the <br /> Police Department. The Committee is recommending $1,099,233. Ms. <br /> Greelish felt that there may be a problem at Town Meeting, due to <br /> the Fire Department not receiving any new monies and the Police <br /> Department receiving so- much. <br /> Mr. Polsi indicated that his Association would like to see the <br /> Herring Warden become the responsibility of the Harbormaster, <br /> should he be voted to a full time position. Mr. Goggin mentioned <br /> consolidation of Harbormaster, Shellfish and Herring. Ms. sullivan <br /> mentioned that it would be too confusing at this point to recommend <br /> it. She stated that she would address these departments at Town <br /> Meeting. She was recommending, that neither the Shellfish Warden <br /> of Harbormaster be a full time position. <br /> Ms. King stated that she would address the difference in the DPW <br /> budget. She stated that she would speak to Marilyn Farren in the <br /> morning about the Director's position and the grade and step <br /> increases that he has received to make sure of the legality. The <br /> Finance Committee was also removing $1,800 from the budget which is <br /> a stipend for Ray Martini. Mr. Goggin wanted to make sure that Ms. <br /> King would not personalize this issue at Town meeting. She also <br /> agreed that it should not be personal, because she felt that Mr. <br /> Taylor was doing a great job. She stated that she was going to <br /> inform the voters that by voting the Selectmens' budget <br /> recommendation they were agreeing to increase DPW salaries by 8%. <br /> Mr. Polsi mentioned that his Association felt that rather than the <br /> DPW, the Police should be responsible for opening and closing beach <br /> gates from June to October. Mr. Goggin informed Mr. Polsi that the <br /> Finance Committee was only recommending $8,400. Mr. Polsi argued <br /> that the Town could save $8,400 by utilizing the Police. Ms. King <br /> asked Mr. Polsi to talk to the Police about this. It was her <br /> feeling that they probably would not agree to take on the task. <br /> Mr. Polsi also mentioned one other major item. He explained that <br /> the Association would like to see the Police Overtime Account <br /> capped at $100,000. Mr. Goggin mentioned that the Finance <br /> Committee was voting against the 2 new officers. Mr. Gallo agreed <br /> that overtime could not be negotiated. He felt the Committee <br /> needed to reach them through salary and wages. Mr. Gallo also <br /> believed 2 new officers were unnecessary at this time. <br /> Ms. Greelish mentioned that the Committee was also not going along <br /> with the Human Resource Director. The Personnel Board is not <br /> recommending the Director. <br /> Ms. Sullivan asked about the Article involving Great Oak Road? Mr. <br /> Goggin stated that he did not speak to Mr. Whritenour regarding <br /> this Article. It was Ms. Sullivan's feeling that this would <br /> probably be indefinitely postponed. Mr. Goggin did mention that <br /> the Town Accountant:. thought that this . Article may .. cause some <br /> controversy on Town Meeting Floor. <br />
