Members present: Dan Goggin, Chairman; Marcia King, Vice Chairman; <br /> John Ferriday and Juan Bacigalupi . Tony Gallo and Denise Sullivan <br /> were unable to attend. Robert Whritenour, Executive Secretary, was <br /> in attendance for the first hour and a half. <br /> Please note for the record that the taping of this meeting was for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> MINUTES <br /> Marcia King MOTIONED to accept the Minutes of June 14 , 1994 . Juan <br /> Bacigalupi seconded the Motion and members voted in approval of the <br /> Minutes as written 4-0 . <br /> RESERVE FUND TRANSFER REQUESTS <br /> The first request was to transfer $4 ,290 from the Reserve Fund into <br /> the Personnel Expense Account for the reasons of tuition <br /> reimbursement, annual employee physicals and physicals for new <br /> hires. John Ferriday MOTIONED to transfer $4,290 into the <br /> Personnel Expense Account. Marcia King seconded the Motion and <br /> members voted in approval 4-0 . <br /> The second request was to transfer $237. 82 from the Reserve Fund to <br /> be placed in the Conservation Salary and Wage Account for the <br /> reason of rectifying a deficit in funding. Apparently, funding was <br /> not made available when reclassification was voted by the Clerical <br /> Union. Marcia King MOTIONED to transfer $237.82 into the <br /> Conservation Salary and Wage Account. John Ferriday seconded the <br /> Motion and members voted in approval 4-0, with the contingency that <br /> Denise Sullivan did not have any problems with the transfer. Mr. <br /> Goggin would contact her the next day to discuss the transfer. <br /> The third request was to transfer $22,000 from the Reserve Fund to <br /> the Legal , Engineering and Consulting Account, due to the length of <br /> time required for contract settlements beyond initial estimates, <br /> legal services for labor were extraordinary. Additionally, the <br /> cleanup of older cases required inordinate amounts for Town Counsel <br /> services during the early part of the fiscal year. Currently, Town <br /> Counsel services are averaging approximately $6,800 per month and <br /> all contracts are either settled or are very close to settled. The <br /> Finance committee discussed at length with Mr. Whritenour the <br /> different law firms and consultants utilized and their services. <br /> Mr. Whritenour explained that Holtz and Gilman were utilized for <br /> labor negotiations and Kopelman and Paige were used for the <br /> majority of other legal services not related to labor negotiations. <br />
