Page 3 <br /> OTHER BUSINESS <br /> Mr. Whritenour spoke to the Finance Committee about ways in which <br /> • he would like to keep the Finance committee informed with what the <br /> Board of Selectmen are doing. He felt that it was necessary to <br /> improve communication between the Finance Committee and the Board <br /> of Selectmen. One of his suggestions was to start the budget <br /> process earlier. He would like to sit down with a department head <br /> and the Finance Committee's liaison to that Department before the <br /> budget is even submitted to the Selectmen. Mr. Goggin stated that <br /> it wouldn't matter how early it was started if the Selectmen <br /> weren't involved early on. It was the feeling of the Finance <br /> Committee that the Selectmen would also need to have input from the <br /> start, or the same thing would happen as it did this past year. <br /> Ms. King felt that the Warrant should contain only the <br /> recommendation of the Finance Committee, as well as the <br /> Department's request. The Committee that the third column stating <br /> the Selectmen's recommendation was unnecessary and confusing to <br /> voters. <br /> Another problem discussed was the fact that the Finance Committee <br /> is not involved with contracts. Mr. Goggin stated that the Finance <br /> Committee in the future, would vote no if not involved from the <br /> beginning. Mr. Bacigalupi also believed that the Selectmen are the <br /> policy makers, but the Finance Committee should be involved if it <br /> is a financial matter. He felt that the Finance Committee should <br /> ibe asked up front what the budget can handle and it should proceed <br /> from there. <br /> Mr. Goggin mentioned that the October meeting should contain no <br /> money articles. Mr. Whritenour stated that it would. He used the <br /> Computer purchases as an example. Mr. Goggin felt that there <br /> should be a cost analysis, a feasibility study, how the computers <br /> will be paid for and what the Town will save by purchasing these <br /> computers. Mr. Goggin mentioned that most department heads are <br /> happy at the moment, and asked why it is such a big rush to change? <br /> Mr. Whritenour mentioned that they needed to work together. Mr. <br /> Goggin answered that the Finance Committee needs data to make a <br /> decision and this data should have been provided before the RFP <br /> went out to bid. Mr. Whritenour mentioned that the bids were due <br /> back in August. Mr. Whritenour also mentioned that Great Oak Road <br /> would be a money article, as well as the firefighters' contract. <br /> Mr. Bacigalupi explained that he researched the question of the <br /> special police officers. The Harbormaster and the Animal Control <br /> Officer were working special details outside of their regular <br /> working hours. Apparently, Chief Frye did not return Mr. <br /> Bacigalupi's telephone call regarding this concern. Mr. Goggin <br /> asked Mr. Bacigalupi to inquire as to how special police officers <br /> are qualified. <br /> Mr. Goggin was going to get information from the Tax Collector <br />
