MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> AUGUST 25, 1994 <br /> MEETING BEGAN AT 7:OOPM <br /> Members present: Dan Goggin, Chairman; Marcia King, Vice Chairman; <br /> John Ferriday; Juan Bacigalupi and Denise Sullivan. Tony Gallo was <br /> unable to attend. <br /> Please note for the record that the taping of this meeting was for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> The Finance Committee had initially planned to attend the Personnel <br /> Board's meeting. The Personnel Board rescheduled for the following <br /> week, and so this meeting is an informal meeting. There will be no <br /> commencement, adjournment or votes taken. <br /> CORRESPONDENCE <br /> There was a letter addressed to the Committee from Roger Harsch, <br /> President Mashpee Taxpayers' Association. The letter states that <br /> the Association is in favor of the Finance Committee setting <br /> spending levels for the government and that departmental budgets <br /> adhere to those spending levels. The Association encourages the <br /> • Finance Committee to inform the Executive Secretary, the Board of <br /> Selectmen and the department heads of the size of the "financial <br /> pie" prior to the start of budget preparation. Deirdre Greelish, <br /> liaison to the Finance Committee and The Taxpayers' Association, <br /> was also present at the meeting and suggested publicizing the Long <br /> Range Plan. In her opinion, it was a good idea the inform the <br /> department heads as to what they could expect. Mr. Goggin agreed, <br /> but stated that the Long Range Plan needed to be studied and <br /> updated. Ms. Greelish agreed that the numbers should be worked <br /> again. Ms. King felt it would be helpful to publicize the Long <br /> Range Plan with a deficit, as it is at present. It was Ms. King's <br /> opinion that the taxpayers should see exactly what kind of <br /> financial situation the Town is in. <br /> OCTOBER TOWN MEETING ARTICLES <br /> Ms. Greelish prepared a synopsis of the Articles of the October <br /> Town Meeting for the Finance Committee's discussion. The Committee <br /> discussed certain Articles. <br /> Mr. Goggin mentioned that in the course of the year, if the Finance <br /> Committee's Reserve Fund runs short, the Town should vote to put <br /> more money into the Account and it would be the discretion of the <br /> Finance Committee to distribute. Ms. Greelish did not think that <br /> this idea would be too popular with the Town. <br /> Ms. King mentioned that it was the advice of the Finance Committee <br /> to pay Chief Frye from the Police budget.
