M <br /> Page 2 <br /> it was not coming out of the Legal and Engineering Account? Mr. <br /> Goggin stated that it was not the advice of the Committee to pay <br /> him from there, but that it was Selectman Vaccaro who informed the <br /> Committee that Chief Frye would be paid from there. <br /> The Committee agreed that Article 1 (purchase a data processing <br /> system) should be postponed beyond October. The Committee agreed <br /> Article 3 (Town Clerk printing 11 zoning books) should not be on <br /> the Warrant and should be a Reserve Fund transfer which could wait <br /> until April . Mr. Goggin was going to speak to the Town Clerk <br /> regarding this Article again. Mr. Goggin was going to speak to <br /> Dave Bailey regarding Article 5 (Reval Account) . Mr. Goggin will <br /> also speak to Mr. Bailey regrading Article 6 (Reserve for <br /> Abatements) . The Committee agreed that they would support the <br /> Personnel Board in their Article 8 (Consultant to review PAP) . In <br /> regard to Article 9 (upgrading library assistant and circulation <br /> assistant) Mr. Goggin stated that this should wait until May and <br /> that the Committee would speak to the Personnel Board about <br /> postponing until May. Ms. King said she would investigate Article <br /> 12 (53rd week for Treasurer) . Ms. King stated that it was her <br /> belief that the Town voted a salary for her and that is what she is <br /> entitled to. Mr. Ferriday spoke about Articles 14 and 15 (Boundary <br /> Consultant Account and Conservation Eng/Dev Account) . He explained <br /> that these Accounts had been closed and that the money had gone to <br /> the General Fund. Conservation is now in need of the money and the <br /> only way to get it back is to open the Accounts at Town Meeting. <br /> Ms. Greelish asked that instead of opening these Accounts, could <br /> the Finance Committee place some money in the Conservation Expense <br /> Account? Mr. Goggin stated that he would talk to the Town <br /> Accountant about that. Ms. Greelish asked if the Committee should <br /> hear from someone regarding these issues? Mr. Ferriday mentioned <br /> that Conservation should possibly send a proposal. <br /> Ms. Sullivan mentioned that the Board of Selectmen are not meeting <br /> again until September 13th. The Warrant closes on September 14th. <br /> She asked if the Finance Committee felt that they should meet with <br /> the Selectmen to discuss their Warrant? Mr. Goggin was going to <br /> speak to the Selectmen. The Committee agreed to vote no on Article <br /> 17 (dangerous buildings survey board) . The Committee agreed that <br /> a survey board was unnecessary. The Committee then went back and <br /> spoke about Article 11 (4 additional firefighters/EMTs) . Mr. <br /> Bacigalupi stated that he felt that the Board of Selectmen would <br /> not approve this Article and also the Finance Committee would not <br /> approve. Mr. Ferriday mentioned that if the Town, at the end of <br /> the year, is taking advantage of neighboring Towns and the Mutual <br /> Aid Agreement then the Town should be responsible to reimburse. <br /> Mr. Bacigalupi did not feel that Mashpee was taking advantage of <br /> this agreement. Mr. Bacigalupi explained that after speaking with <br /> Chief Baker, it was the Chiefs intention to have this on the <br /> October Warrant so that the firefighters could be hired in April, <br />. trained in June and have them working next summer. He explained <br /> that Chief Baker indicated that he would reduce his overtime <br /> i <br />
