MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> aAUGUST 31, 1994 <br /> JOINT MEETING COMMENCED AT 7:03PM <br /> Finance Committee Members present: Dan Goggin, Chairman; Marcia <br /> King, Vice Chairman; Juan Bacigalupi and Denise Sullivan. John <br /> Ferriday and Tony Gallo were unable to attend. <br /> Personnel Board Members Present: Joseph Dellagala, Chairman; <br /> Marcia Lindsey; Ronald Levine and Schuyler Wires. Marilyn Farren, <br /> Personnel Administrator was also in attendance. <br /> Please note for the record that the taping of this meeting was for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> MINUTES <br /> The Minutes of August 16th and August 25th are still pending <br /> approval. <br /> JOINT MEETING <br /> Dan Goggin wished to mention from the start that the Finance <br /> Committee was totally behind hiring a consultant to study the PAP <br /> Mrather than the hiring of a Human Resource Director. <br /> The Committee then went on to explain why they had requested a <br /> current list of town employees in the PAP, their positions, grade <br /> list, salaries and hours. The two committees spoke at length about <br /> compensation time and non exempt and exempt employees. Ms. King <br /> felt that if an employee is exempt then they should not receive <br /> compensation or over time. Ms. King believed that the way the PAP <br /> is written currently, exempt employees are receiving their annual <br /> salaries plus compensation time. The Finance Committee also had a <br /> policy question regarding paid or unpaid lunches. Mr. Dellagala <br /> explained that he did not know of any non exempt employee that gets <br /> paid for lunch. The Personnel Board was not sure of the reason <br /> that the Finance Committee wished to have a list of the hours <br /> worked. Mr. Goggin explained that last year, the Finance Committee <br /> had to consider the 53rd week and trying to track contracts. <br /> Mr. Goggin also mentioned that the Finance Committee was trying to <br /> track accrued sick and vacation time. He asked Ms. Farren to <br /> provide an updated list of PAP employees with their accrued sick <br /> and vacation time, so that the Finance Committee would have some <br /> idea of what they could expect in the future for PAP employees <br /> retiring or leaving. They had explained that they were surprised <br /> at how much time Chief Frye had accrued and that the money will <br /> • have to come from the Police budget. Ms. Farren mentioned that <br /> there were currently 125 PAP employees receiving benefits. Mr. <br /> Dellagala explained that his Board was half way through reviewing <br />
