Page 2 <br /> Mr. Goggin discussed the possibility of the financing for the <br /> consultant coming out of the Finance Committee Reserve Account. <br /> Mr. Goggin also mentioned that the Finance Committee was not <br /> recommending the reclassifications on the Warrant. Mr. Dellagala <br /> answered that the Personnel Board was in favor of the <br /> reclassifications, but were putting them on hold until the <br /> consultant has been hired and had a chance to do some research. <br /> Mr. Dellagala stated that the consultant would cost approximately <br /> $10,000 to $12 ,000 for preparing an upgrade of job descriptions and <br /> grades. Ms. Sullivan mentioned that she had a problem with the <br /> reclassifications. One of the reclassifications was for the <br /> Assistant Librarian who would be moved from a grade 8 to a grade <br /> 10 . She assured the Personnel Board that she was sure the <br /> Assistant Librarian held a very responsible position, but was not <br /> sure that it involved as much work as did Joyce Mason's position in <br /> the Executive Secretary's office, who is also a grade 10 or the <br /> Assistant Town Accountant. Ms. Lindsey agreed that there would <br /> need to be some review. <br /> Ms. Sullivan asked who was responsible for the Municipal Data <br /> Salary surveys? Ms. Farren answered that she was responsible and <br /> that there were two surveys. The surveys are updated annually and <br /> • will be received within a few months. Mr. Goggin asked that at <br /> that time she send copies to the Finance Committee for their <br /> review. She said yes. <br /> Ms. Greelish, Taxpayers' Association liaison, was present at the <br /> meeting and asked about the research Ms. Stockbridge and Ms. Sousa <br /> had completed in 1989. Ms. Farren answered that their study had <br /> never been accepted by the Board of Selectmen. <br /> Ms. Sullivan asked about compensatory time for the Harbormaster. <br /> Ms. Farren stated that the Town uses the PAP for a guideline for <br /> the Harbormaster. Mr. Dellagala asked the Finance Committee to <br /> keep in mind that the Personnel Board is only an advisory committee <br /> to the Selectmen. <br /> Mr. Goggin concluded the joint meeting by stating that the Finance <br /> Committee would put their concerns regarding the PAP in writing. <br /> Mr. Dellagala asked if the Finance Committee had a figure of how <br /> much the questionable compensation time was costing the Town? Mr. <br /> Goggin answered that Ms. Farren would have that figure. She <br /> explained that compensation time was not accrued from one year to <br /> the next. Mr. Dellagala mentioned that the Personnel Board would <br /> be more than happy to receive and review the Finance Committee's <br /> comments and suggestions. <br /> The joint meeting ended at 8:0oPM. <br /> CORRESPONDENCE <br />
