The Committee decided to invite Ms. Shaw to attend
their next meeting on September 13th at 7 :30PM to discuss real
estate and personal property taxes. They would also inquire at
that time about the tax title process and the foreclosure process.
Mr. Goggin had also received a resume from Stephen E. Maloney. Mr.
Maloney wished to be considered as a Finance Committee member. The
Committee asked that Mr. Maloney also be invited to attend the next
meeting at 7:OOPM. Mr. Goggin asked that a copy of Mr. Maloney's
resume be sent to the attention of Robert Whritenour, Executive
Secretary for his information and to share with the Board of
Selectmen.
The Finance Committee mentioned the fact that they had not
recommended a certain amount of free cash be placed in
Stabilization on the October Town Warrant. Mr. Goggin asked that
a letter be sent to Judy Mills, Board of Selectmen Chairman,
recommending that the amount of $400,000 be placed on the Warrant
to be approved to be put into the Stabilization Account. It was
the Finance Committee's understanding that $600,000 was available
in free cash.
OCTOBER TOWN MEETING WARRANT
The Finance Committee discussed certain articles on the Warrant.
Mr. Goggin mentioned that Articles 9, 10 and 11 were pulled from
the Warrant. Those Articles were the upgrades of the Librarian's
Assistant, Circulation Assistant and the Assistant Town Accountant.
Article 11 was the Article for four additional firefighters.
Mr. Goggin explained that it was his and Ms. Greelish's belief that
Article 1 was being rushed. They were in agreement that a new data
processing system was needed but not now. They felt it could wait
until May.
Mr. Goggin mentioned that he would speak to Ms. LaBute, Town Clerk,
about her Article 3 requesting $1,046 for printing 100 zoning
books. Mr. Goggin explained that the Finance Committee had told
her to use up her money in her budget and then come to the Finance
Committee for a transfer. The Committee felt it was a May article.
Though the feeling was that they would rather give her a transfer
than have this remain on the October Warrant.
Mr. Goggin also felt that Ms. LaBute could wait until May to
request $3,400 for special election funding (Article 4) . He would
speak to her about that item also.
. Article 5 (Revaluation Account) and Article 6 (Reserve for
Abatements) , Mr. Goggin stated that he would speak to Dave Bailey
about. The Committee agreed that Article 5 was a May article. Mr.
