. Sullivan stepped down from this discussion. The first Article <br /> requests that the Town vote to fund a sum of money to the <br /> Assessor's Revaluation Account. Mr. Bailey explained that this is <br /> an ongoing account used for triennial recertification. He would <br /> recommend bringing the amount in this account up to $45,000. <br /> Currently there is $35,000 in this account. Mr. Bailey explained <br /> that this account is used for anything attributed to the <br /> revaluation, for example, printing, cyclical inspections, etc. Mr. <br /> Goggin asked whether personal computers were purchased for the <br /> office from this account? Mr. Bailey answered yes. Mr. Goggin <br /> responded that he wasn't quite sure how personal computers fit. <br /> Mr. Bailey felt that it was a stretch, but that it was a perfect <br /> time for the office to purchase a new system. He believed that the <br /> first time the office purchased computers it came from this <br /> account. Mr. Goggin suggested that in the future the Finance <br /> Committee be notified if there is a stretch purchase. Mr. Goggin <br /> asked if it would be possible to just have this account contained <br /> in the department's budget? Mr. Bailey felt that it would not be <br /> impossible. He also explained that there is not a year when the <br /> office does not do something relating to revaluations. <br /> The second Article requests that the Town place a sum of money <br /> into the Unreserved Unprovided for Abatement Account. Mr. Bailey <br /> explained that in prior years, (nothing prior to 1990 exist) the <br /> surplus was transferred to an Overlay Surplus Account and <br /> appr riated or went to Free Cash. The Assessor's Office would <br /> likegreate this fund for certified surplus from 1991. Mr. Goggin <br /> 0 asked if technically they could fund their Articles from this <br /> Overlay Account? Mr. Bailey answered he would study this. <br /> Bill Hauck, Building Inspector, was present at the meeting to <br /> discuss his two Articles. The first Article requests that the Town <br /> create an unsafe and dangerous buildings survey board. The second <br /> Article requests the Town provide $10,000 to be placed in a <br /> Demolition Building Account to be expended under the direction of <br /> the Board of Selectmen. Mr. Hauck explained that the Board of <br /> Health also has the power to deem a building unsafe, but they have <br /> to go through the courts to do so, which he expects would cost the <br /> Town more. Mr. Goggin suggested that the Town does not fund this <br /> Account, but asked if Mr. Hauck would be willing to come to the <br /> Finance Committee for a Reserve Fund transfer when the need arose? <br /> Mr. Hauck stated that he would be happy to do this, but wanted to <br /> make sure that the Finance Committee would in fact allow him the <br /> transfer. The Finance Committee explained that if it was an <br /> emergency or unforeseen situation, which an unsafe structure would <br /> be, they would be happy to make a transfer. Mr. Ferriday added <br /> that it did make more sense to have the work done and then have a <br /> transfer from the Reserve Fund to pay the bills, rather than having <br /> a fund that would not be utilized consistently from year to year. <br /> Mr. Hauck did mention that he felt the first year might be the most <br /> expensive because they have a few properties in mind. Mr. Hauck <br /> mentioned that he wanted a survey board so that it would all be <br /> legal. Ms. King felt that the Town should not get involved with <br /> private --property. She asked about a legal opinion. Mr. Hauck <br />
