MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> SEPTEMBER 27, 1994 <br /> JOINT MEETING COMMENCED AT 7 :OOPM <br /> Finance Committee members present: Dan Goggin, Chairman; Marcia <br /> King, Vice Chairman; Denise Sullivan and Juan Bacigalupi . John <br /> Ferriday and Tony Gallo were unable to attend. <br /> School Committee members present: Maryanne Gibbs; Steve Paxton; <br /> David Gonsalvi; and Janice Mills. Dr. Elizabeth Petti was unable <br /> to attend the meeting. Dr. Lincoln DeMoura was also in attendance. <br /> Robert Whritenour, Executive Secretary, was also present for <br /> discussion. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> MINUTES <br /> Please note that the Minutes of September 20, 1994 have not yet <br /> been approved. <br /> • Enrollment Figures <br /> Dr. DeMoura gave a handout indicating actual enrollment figures. <br /> He explained that as of today's date, September 27, 1994, the <br /> actual number of students enrolled in grades preschool through <br /> eighth is 1,411. The School Committee had projected 1,436. There <br /> has been an increase of 102 students from one year ago. The actual <br /> number for last October was 1 , 309 . Mr. Goggin asked that with the <br /> large kindergarten, was it unusual to be under projection at this <br /> point? Dr. DeMoura responded by saying that yes the actual figure <br /> was lower than projected, but as far as teachers, you still need <br /> the same staffing. <br /> FY94 Budget Facts <br /> Dr. DeMoura then handed out budget facts indicating that per pupil <br /> expenditures was $4 , 316 for FY94 and with another handout he showed <br /> that the per pupil cost was $4,698 in FY93 . Dr. DeMoura indicated <br /> that he believed the School was going in the wrong direction. It <br /> concerned Dr. DeMoura how quickly the Town was growing and also the <br /> average expenditures were getting less and less. He also mentioned <br /> that the School will send in their actual October 1 reports for <br /> this year. It will be contained in the FY96 budget and so the <br /> school is always one year behind. Mr. Goggin asked what the per <br /> • pupil cost was in the Education Reform Act formula? Dr. DeMoura <br /> answered that this formula does not account for excess debt. Mr. <br /> Goggin also questioned the Education Reform Act's formula only <br /> accounting for half day kindergarten? Dr. DeMoura answered that <br /> i <br />
