one llrl-c <br /> 4 <br /> MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> tOCTOBER 12, 1994 <br /> MEETING COMMENCED AT 7:OOPM <br /> i <br /> Finance Committee members present: Dan Goggin, Chairman; Marcia <br /> King, Vice Chairman; Denise Sullivan; Juan Bacigalupi; and Tony <br /> Gallo. John Ferriday was unable to attend the meeting. <br /> Guests included Robert Whritenour, Executive Secretary; Diane <br /> Rommelmeyer, Town Accountant; Sid Goleb, Finance Committee's newly <br /> recommended, appointed member and Deirdre Greelish, Mashpee <br /> Taxpayers' Association. Paul Ott, The Mashpee Enterprise was also <br /> at the meeting. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> MINUTPES <br /> Please also note for the record that the Minutes of October 4, 1994 <br /> have not been voted on to date. <br /> Budget Formats <br /> Mr. Whritenour had been invited to attend the meeting to discuss <br /> the upcoming budget season and the process used for budget <br /> submissions. Mr. Whritenour provided a copy of his proposed budget <br /> calendar. Mr. Bacigalupi also gave members of the Finance <br /> Committee a budget calendar which he proposes the Finance Committee <br /> review. Mr. Bacigalupi explained that he and the Executive <br /> secretary had met prior to the meeting and discussed these <br /> calendars. <br /> Mr. Goggin asked why the Town Accountant only gives a summary of <br /> each department in her quarterly report? He asked what is expected <br /> of the Finance Committee to be published at Town Meeting? Mr. � <br /> Whritenour stated that all that is required is the recommendation <br /> of one figure. Mr. Whritenour also responded to Mr. Goggin by <br /> stating that the Subdetail Report breaks down accounts into sub <br /> account levels. He explained that this information is always <br /> available, but that the information is not provided because the <br /> Omnibus Budget, according to Ms. Rommelmeyer would be disastrous <br /> and at least 19 pages long. Ms. Rommelmeyer explained that what is <br /> needed at Town Meeting is the total for salary and wage and the <br /> total for expenses. It was her opinion, that the purpose of Town <br /> Meeting is to insure the taxpayers that there is a certain sum of <br /> money coming into the Town for salaries and a sum for expenses. <br /> Mr. Goggin asked why the department head couldn't be given only one <br /> number? Mr. Whritenour answered that this was the direction in <br /> which he'd like to see the Town go in. He explained that many <br />
