Mr. Goggin mentioned that if the <br /> department head is only given one number then they are able to do <br /> a lot of shuffling within their budget, similar to the school <br /> department. Mr. Whritenour answered that this is why there is a <br /> Board of selectmen and his position. He stated that in his <br /> opinion, the Finance Committee was only responsible for <br /> recommending financially what they do, and not what department <br /> head's buy or manage their departments, because that is the <br /> responsibility of the Board of Selectmen. Mr. Goleb asked where <br /> the checks and balances are? Who is responsible for deciding if it <br /> is a good idea or bad idea, and not just whether it fits into the <br /> budget? Mr. Whritenour explained that it is the responsibility of <br /> the Selectmen and himself to set up subcodes for each department <br /> and to establish regulations within the departments of what they <br /> can expend. Mr. Goleb asked if there was extra money, would it be <br /> the suggestion of the Selectmen and the Executive Secretary to give <br /> the money back to the Town? Mr. Whritenour responded that it would <br /> be the exact response. Mr. Goggin asked if department heads sign <br /> vouchers? Mr. Bacigalupi answered that they are able to if the <br /> purchase is under $1,000 . Mr. Whritenour stated that if the <br /> purchase is for more than $1,000 the department needs his <br /> signature, with the exception of the School Department. Mr. Goggin <br /> asked what happens then? Ms. Rommelmeyer stated that it is her <br /> responsibility to see if funds are available and then the Selectmen <br /> receive the request. <br /> Mr. Goggin asked where budgeted revenues are shown? Ms. <br /> Rommelmeyer answered that only actuals are shown. Mr. Whritenour <br /> answered that revenues are not budgeted. Mr. Goggin then stated <br /> that they were going to Town Meeting with a budget based on <br /> projected revenues only. Mr. Goggin felt it should be detailed at <br /> Town Meeting as to what revenues are there, how they compare to the <br /> previous year and whether they are increased or decreased. Mr. <br /> Goleb also stated that he would like to know if the expenses he is <br /> voting on at Town Meeting are higher or lower than projected <br /> revenues. Ms. Sullivan asked if the Executive Secretary was <br /> suggesting eliminating the Finance Committee if department heads <br /> have only one amount to spend. Mr. Goggin answered that the <br /> Finance Committee needs to prepare themselves to make their <br /> recommendations. Mr. Goggin suggested following the DOR <br /> regulations and consolidate by using categories, for example, <br /> general government, public safety, etc? Mr. Bacigalupi felt that <br /> if this was the case, departments would lose a lot of control. He <br /> thought it was too extreme. He explained that the Town does not <br /> have someone physically accountable for each category except for <br /> the Executive Secretary. Mr. Whritenour stated that no matter how <br /> the budget is voted on, there would be no difference in how <br /> departments were administered. He explained that departments are <br /> given line items and that they are required to live within them. <br /> Mr. Whritenour informed the Committee that the levels of call back <br /> for the Fire Department were unacceptable to the Board of <br />
