Executive Secretary. He explained that Mr. Whritenour had asked <br /> departments to justify everything requested in their budget from <br /> the ground up (zero based budgeting) . Mr. Whritenour's goal for <br /> the department heads was to submit a budget with service no less <br /> than the current level of service, but to identify cost savings. <br /> Mr. Ferriday was not sure how department heads could maintain the <br /> same level of service without having increased costs. It was Mr. <br /> Ferriday's belief that employees would be getting pay increases, so <br /> where would the savings come from? <br /> Mr. Goggin stated that he received a letter from the Taxpayers' <br /> Association requesting that the Finance Committee respond to a <br /> public statement made by Dr. DeMoura. Mr. Goggin asked Ms. King to <br /> look into this request and get back to the Finance Committee with <br /> her findings. Ms. King felt that the Taxpayers Association is a <br /> public citizens association and deserve a response. Mr. Gallo felt <br /> that it was not the business of the Finance Committee. He did not <br /> believe that the Committee should respond to the Taxpayers <br /> Association. Mr. Goggin stated that all he was asking of Ms. King <br /> was to examine the request and get the facts and report back to the <br /> Committee. <br /> Request for Transfer <br /> John Ferriday MOTIONED to transfer $6,400 to the Herring Warden <br /> Expense Account from the Reserve Fund in order that emergency <br /> dredging work could begin on the Mashpee River. Mr. Bacigalupi <br /> seconded the Motion and members discussed the Motion. Mr. Ferriday <br /> explained that he was in favor of this transfer, but would like an <br /> account of the total cost of the work to be done and what other <br /> work will need to be done. For example, will there also be a <br /> request from Conservation? The members voted 5-0, with Ms. <br /> Sullivan abstaining. It was her belief that there was not enough <br /> information available for her to vote. Juan Bacigalupi MOTIONED to <br /> request that the Executive Secretary give a full accounting of <br /> estimated costs. The Executive Secretary's response should explain <br /> which departments are involved with the Herring problems, total <br /> cost for correcting the problem, a permanent solution, how it will <br /> be monitored, and how to keep the problem from reoccurring. John <br /> Ferriday seconded the Motion and members voted in favor of the <br /> Motion 6-0. <br /> Mr. Goggin also informed the Finance Committee that the Board of <br /> Selectmen voted to reorganize. Judy Mills remains chairman. <br /> George Costs is vice chairman and James Vaccaro is clerk. <br /> Mr. Goggin asked that the Finance committee attend the Board of <br /> Selectmen's meeting on Monday, November 14, 1994 at 6:OOPM. They <br /> will meet early to interview Ms. Tobey. Mr. Goggin would be <br /> contacting her to see if she would attend. <br /> The next scheduled meeting will be held on Monday, November 14 , <br /> 1994 at 6:30PM. The meeting adjourned at 8 :35PM.
