meeting. Ms. King suggested that at some point other finance <br /> committees from surrounding Towns should be invited to attend a <br /> meeting. Mr. Goggin asked that Ms. King contact a couple of <br /> surrounding Towns regarding their Long Range Plans and open up the <br /> lines of communication. <br /> Mr. Bacigalupi had samples of town reports from certain towns. He <br /> suggested that the Finance Committee also discuss at some point <br /> preparing a Town Report for Mashpee to mail out to its residents. <br /> Mr. Bacigalupi stated that he had consulted with the Executive <br /> Secretary about such a mailing. The Executive Secretary did not <br /> have any objection to the mailing but the cost of the mailings and <br /> the expense of the printing would have to come out of the Finance <br /> Committee's budget. However, Mr. Bacigalupi explained, that they <br /> could use the Town's mailing permit without having to file their <br /> own. Mr. Bacigalupi explained that certain information would need <br /> to be placed on a soft disc and new information received through <br /> the budget process could be placed into the Report. The report <br /> would need to be finalized and have to go to print two weeks prior <br /> to the Annual Town Meeting. Mr. Goggin suggested forming a sub <br /> committee. Mr. Goggin asked that he be allowed to keep some of the <br /> town reports, so that he could review and be prepared to discuss <br /> them at the next meeting. Mr. Bacigalupi stated that he would <br /> investigate the costs of printing and mailing these reports. <br /> Mr. Bacigalupi also gave a copy of the report from DOR with fiscal <br /> facts for the Town of Mashpee. This report had also been presented <br /> at the meeting for the Association of Town Finance Committees. The <br /> Committee noticed the fact that Mashpee is paying much more <br /> compared to other towns of equal size. He explained that he <br /> attended a workshop regarding capital improvement. He explained <br /> that different towns used different formats and have been utilizing <br /> Capital Improvement Committees for different amounts of time. Most <br /> use a 6-10 year planning cycle voted on at Town Meeting. Mr. <br /> Bacigalupi stated that by increasing the Stabilization Account it <br /> definitely helps to lower the interest rates. He also explained <br /> that the first year would be the most difficult year in order that <br /> the Capital Improvement Plan get moving. <br /> Mashpee Public Schools <br /> The Committee discussed projected high school enrollments, grades <br /> 7th-12th. They also discussed the high school budget salary <br /> projections. They also discussed projected additional costs for <br /> each grade in the high school. Ms. King explained that it will <br /> cost the Town $1 ,416,550 to open up the high school for the ninth <br /> graders. If grade 10 is added it will cost an additional $508,500 <br /> and if grade 11 is added it will cost an additional $559,000. The <br /> Committee also reviewed the sheets Ms. King distributed last <br /> meeting entitled School District Profile for Mashpee and Falmouth. <br /> Other Items <br /> Mr. Bacigalupi discussed the budget planning process used by the <br />
