Lee <br /> r <br /> MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> NOVEMBER 22, 1994 <br /> JOINT MEETING COMMENCED AT 7:OOPM <br /> Finance Committee Members present: Dan Goggin, Chairman; Marcia <br /> King, Vice Chairman; Sid Golub; Juan Bacigalupi ; John Ferriday and <br /> Denise Sullivan. Tony Gallo was unable to attend. <br /> School Committee Members present: Maryanne Gibbs, Chairman; Steve <br /> Paxton; Janice Mills; and Dave Consalvi, Dr. Elizabeth Petti was <br /> unable to attend. Also present at the meeting. on behalf of the <br /> School Department was Dr. Lincoln DeMoura, Superintendent; Carol <br /> Dunivan, School Council and Theresa Cook, School Council. <br /> There were also reporters from the Mashpee Enterprise and the <br /> Mashpee Messenger present. <br /> I <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> Education Reform Act <br /> The two Committees reviewed the formula for the Education Reform <br /> Act. Ms. King explained the FY95 Foundation Program worksheet, <br /> which the Finance Committee reviewed the previous evening. Mr. <br /> Goggin mentioned that the Finance Committee wanted to set a goal to <br /> equal the Foundation Budget by 2001 . He also mentioned that <br /> transportation, long term debt and capital is not included in this <br /> Foundation Budget. Mr. Goggin suggested that the School Committee <br /> think about removing their capital requests from their budget and <br /> he explained the idea behind the Capital Improvement Committee. <br /> Mr. Goggin stated that he would be the Finance Committee member to <br /> sit on this Capital Committee. Other members would include <br /> department heads, Mr. Whritenour and a member of the the Board of <br /> Selectmen. <br /> Proposed FY96 Budget - Mashpee Public Schools <br /> Dr. DeMoura gave out a proposed FY96 budget. The handout included <br /> salary increases of $228 ,517 plus new positions desired costing <br /> $478 ,683 for a total of $707,200. The packet also included class <br /> size projections for 1995-1996 and the impact that the additional <br /> teachers, if hired, will make on the classroom size. The packet <br /> had a summary form for capital replacement. It also contained a <br /> Medicaid and medical assistance report. Mr. Goggin asked if these <br /> were funds that the Town paid out for therapies and if these would <br /> revert to the General Fund? The Finance Committee expects that <br /> when the funds are reimbursed, they will go into the General Fund. <br /> Dr. DeMoura stated that he had submitted capital requests to Mr. <br /> Whritenour, per his request.
