Ms. Rommelmeyer explained that the employee who is <br /> leaving has 33 days vacation time accrued. Her leaving was <br /> unforeseen and was not planned for in the budget. The Town <br /> Accountant stated that the problem is that, in order for her <br /> department to maintain the level of service it provides and remain <br /> efficient, the employee needs to be replaced right away. The <br /> department cannot wait 33 days for assistance. <br /> Ms. King was unaware that so much vacation time could be carried <br /> over. Ms. Rommelmeyer explained that this employee is entitled to <br /> 18 vacation days per year and 50% could be carried over. Mr. Golub <br /> asked, about the policy regarding mandating employees to take <br /> vacation and sick time. Ms. Rommelmeyer answered that, at this <br /> particular time, there is no policy mandating utilizing vacation <br /> time. The Town Accountant also stated that it would need to be <br /> addressed through Personnel. Ms. King asked why the Town would <br /> credit an employee a full 18 days vacation if she leaves in January <br /> and vacation time would not accrue until the end of the fiscal <br /> year? Ms. Rommelmeyer, again stated that it would have to be <br /> addressed by Personnel. She is bound by contract. This employee <br /> is part of the Clerical Union. Mr. Golub was concerned that the <br /> Finance Committee would be setting a bad precedent if they agreed <br /> to this transfer. Mr. Goggin stated that there are two major <br /> issues. The first is that the Town, in its accounting practices, <br /> does not set aside monies for this type of appropriation. The <br /> second is the contracts and how they reward this vacation time. He <br /> also noted that the liability to the Town will have to be <br /> recognized and also the liability in regard to accrued pensions. <br /> Mr. Golub felt that the questions to be addressed were how much <br /> vacation and sick time should be allowed to be carried over, or <br /> should it be mandatory that an employee use .it. <br /> Mr. Goggin stated that he has asked John Ferriday to review various <br /> contracts. Both the Town Accountant and Mr. Bacigalupi stated that <br /> all contract are up next year. Mr. Gallo mentioned that a few <br /> years ago it was voted by the Board of Selectmen and the Finance <br /> Committee that the Finance Committee would have a member on the <br /> contract negotiating teams. Mr. Goggin stated that the Finance <br /> Committee has expressed its desire, on numerous occasions, to be <br /> part of contract negotiations. Mr. Bacigalupi stated that he has <br /> spoken to the Executive Secretary about this matter. According to <br /> the Town's By-Laws, the Executive Secretary has sole responsibility <br /> of discussing contracts delegated to him by the Board of Selectmen. <br /> The Finance Committee discussed sending a letter to Mr. Whritenour <br /> asking him to request that departments inform him of how much their <br /> employees have in accrued vacation and sick time, and also pension <br /> liability. They wished to also ask him to consider a policy change <br /> mandating that employees use their vacation and sick time. Mr. <br /> Goggin stated that he would draft the letter.
