Board of Selectmen <br /> Minutes <br /> February 23, 1999 <br /> Present: Selectman Marsters, Selectman Taylor, <br /> Selectman Caffyn, Selectman Leveille <br /> Town Administrator Robert Whritenour <br /> Absent: Selectman Frye <br /> Meeting Called to Order by Chairman Marsters at 6:18 p.m. <br /> Town Hall, Conference Room#1_ <br /> FY 2000 BUDGET WORKSHOP SESSION: <br /> The Board of Selectmen held a joint meeting with the Finance Committee <br /> for the purpose of reviewing the FY 2000 budget. Diane Rommelmeyer, <br /> the Town Accountant was in attendance. <br /> Mr. Whritenour presented a memo to the Selectmen dated February 17, <br /> 1999 relative to his budget recommendations for fiscal year 2000. In <br /> addition,the analysis of available revenues was reviewed. <br /> The fiscal year 2000 budget is marked by a major shift away from long- <br /> term debt exclusions, which have decreased by $1,073,388, and into <br /> education, which has requested an additional $2,488,892. <br /> This is the forth year in which the driving force behind the budget has <br /> been the dramatic growth in the request received from the School <br /> Department. This year,with the stabilization fund depleted,the School <br /> Department has requested a budget of$14,088,892. <br /> Additionally,the Town is faced this year with growing overhead costs <br /> associated with contracted salary increases, health insurance, solid waste <br /> disposal and county retirement. <br /> It was noted that all Town Departments have attempted to level fund their <br /> budgets in previous years in an effort to devote maximum revenues to <br /> education. Another year of level funding Town Departments will have a <br /> negative effect on Town services. <br /> Based on the new costs, and the need for additional educational funding, <br /> Mr. Whritenour recommended the Selectmen consider a Town-wide <br /> Proposition 2 112 override of$1,000,000 to fund the FY 2000 budget. <br />
