1 <br /> Board of Selectmen <br /> Minutes <br /> March 18, 1999 <br /> Present: Selectman Marsters, Selectman Taylor, Selectman Leveille <br /> Town Administrator Robert Whritenour <br /> Assistant Town Administrator Joyce Mason <br /> Meeting Called to Order by Chairman Marsters at 7.00 p.m. <br /> Town Hall, Conference Room 41. <br /> APPOINTMENTS AND HEARINGS: <br /> FY 2000 Budget Review; <br /> School: <br /> The Board of Selectmen held a budget workshop session with members of <br /> the School Committee and Finance Committee for the purpose of <br /> reviewing the FY 2000 School budget. <br /> School Committee Chairman, Theresa Cook indicated that her committee <br /> voted to recommend a bottom line appropriation of$13,350,000 in <br /> expenditures for fiscal year 2000. <br /> Several reduction scenarios were presented to the Selectmen in$300,000 <br /> increments that considered unfavorable effects on various school <br /> programs, staffing, and developmental needs of the overall department. <br /> Mrs. Cook indicated that the School Committee did not officially vote on <br /> a particular reduction proposal at this time. New position requests amount <br /> to $761,200 for 24 positions. The original list of new positions amounted <br /> to $1.4 million. <br /> Discussion followed with respect to several mandated positions and <br /> programs such as the requirement of a Sped Chair for each school, and the <br /> 718 Life Skills and Behavioral Education programs. School Committee <br /> member,Kathleen Lynch indicated that it is more fiscally responsible and <br /> cost effective to educate special education students in Mashpee opposed to <br /> out-of-district placement. <br /> It was noted that the School Department initially requested a budget of <br /> $14,088,892 for fiscal year 2000. The requested increase is approximately <br /> 10.3%over last year's budget. Mrs. Cook stated that the budget is level <br /> funded with the addition of a twelfth grade. <br />
