S <br /> Board of Selectmen <br /> Minutes <br /> March 29, 1999 <br /> MMR ISSUES: (continued) <br /> Ms. Murphy related serious concern to the devaluation of her property. <br /> She stated that she has been trying to sell her home for several years. <br /> The Board discussed their intention of assisting property owners to seek <br /> compensation for property devaluation due to pollution emanating from <br /> the military base. <br /> Mr. Whritenour indicated that he has advised William Fisher, <br /> Environmental Consultant for the Town to re-examine the design of the <br /> recirculating wells. The issue of sound was discussed in addition to <br /> standard construction hours. <br /> Briarwood residents, Robert Colebath and Wayne Lobo also expressed <br /> concern to the construction of the recirculating wells in their <br /> neighborhood. Mr. Lobo stated that this is only a small portion of what is <br /> needed to be done in the area. <br /> Ms. Murphy also related concern with respect to the construction <br /> equipment that is next to a small park in the Briarwood neighborhood. <br /> The construction site is a public and safety hazard explained Ms. Murphy <br /> in concern for the children playing in the area. <br /> It is the consensus of the Board to suspend all permits to the AFCEE <br /> relative to the SD-5 clean up in the above reference area. Issues relative to <br /> safety, monitoring, supervision, chemical spills, and devaluation of <br /> property will be requested to be further defined. The Selectmen and <br /> AFCEE should mutually agree upon concerns relative to the project and to <br /> future projects. <br /> Motion made by Selectman Taylor to suspend all permits relative to <br /> the closure of Hillside Avenue and Wheeler Road. The Selectmen will <br /> meet with the Air Force for Environmental Excellence to further <br /> address concerns relative to the clean up of groundwater pollution <br /> emanating from the MMR <br /> Motion seconded by Selectman Leveille. <br /> VOTE: Unanimous. 4-0. <br /> The Town Administrator was requested to contact Jim Snyder of the <br /> AFCEE to address this concern. <br />
