S Board of Selectmen Minutes March 29, 1999 MMR ISSUES: (continued) Ms. Murphy related serious concern to the devaluation of her property. She stated that she has been trying to sell her home for several years. The Board discussed their intention of assisting property owners to seek compensation for property devaluation due to pollution emanating from the military base. Mr. Whritenour indicated that he has advised William Fisher, Environmental Consultant for the Town to re-examine the design of the recirculating wells. The issue of sound was discussed in addition to standard construction hours. Briarwood residents, Robert Colebath and Wayne Lobo also expressed concern to the construction of the recirculating wells in their neighborhood. Mr. Lobo stated that this is only a small portion of what is needed to be done in the area. Ms. Murphy also related concern with respect to the construction equipment that is next to a small park in the Briarwood neighborhood. The construction site is a public and safety hazard explained Ms. Murphy in concern for the children playing in the area. It is the consensus of the Board to suspend all permits to the AFCEE relative to the SD-5 clean up in the above reference area. Issues relative to safety, monitoring, supervision, chemical spills, and devaluation of property will be requested to be further defined. The Selectmen and AFCEE should mutually agree upon concerns relative to the project and to future projects. Motion made by Selectman Taylor to suspend all permits relative to the closure of Hillside Avenue and Wheeler Road. The Selectmen will meet with the Air Force for Environmental Excellence to further address concerns relative to the clean up of groundwater pollution emanating from the MMR Motion seconded by Selectman Leveille. VOTE: Unanimous. 4-0. The Town Administrator was requested to contact Jim Snyder of the AFCEE to address this concern.
